About this file
This is a Notice of Intent to Award a Sole Source Contract issued by DLA Distribution for law enforcement telecommunications services. DLA Distribution intends to award a purchase order to the County of San Joaquin for access to the County and State Law Enforcement Telecommunications system (CLETS) to support the DLA Distribution San Joaquin facility in Tracy, California. The contracting officer has determined that only one source is reasonably available under FAR 13.106(b)(1)(i) authority, as the unique direct connection to CLETS was established years ago through the county connection and cannot be replicated through alternative sources. CLETS is governed by California State law and regulations, requiring all service requests to be processed through the local county. Failure to maintain CLETS access would result in mission failure for individual vetting procedures required for installation access clearance.
Interested contractors may submit qualifications and capabilities demonstrating their ability to provide this service by Wednesday, January 28, 2026 at 5:00 PM EST to Deborah Johnson at Deborah.L.Johnson@dla.mil. The Government retains sole discretion to determine whether to conduct a competitive procurement based on responses received. If no affirmative responses are submitted, a purchase order will be awarded directly to the County of San Joaquin. The requirement is classified under NAICS code 541519 (Other Professional, Scientific, and Technical Services) with a small business size standard of 34 million employees and PSC Code DA01. No formal solicitation will be issued or posted to SAM.
