About this opportunity

The U.S. Embassy in Bogota, Colombia is soliciting quotations for a Blanket Purchase Agreement (BPA) to provide professional cleaning and welcome kit installation services for embassy properties. The Department of State's U.S. Embassy Bogota is seeking a contractor to furnish full and light janitorial services, including carpet cleaning, with pricing quoted per square meter and separate line items for each service category. Key requirements mandate that contractors must be legally established in Colombia with a minimum of 10 years of verifiable experience in the Colombian market, maintain appropriate insurance coverage including Davis-Bacon Act insurance at $30,000 USD and third-party liability insurance at $30,000 USD, and register with the System for Award Management (SAM) database prior to award. The government will evaluate proposals based on technical acceptability, past performance, contractor responsibility (including financial resources, performance capability, business ethics, and equipment availability), and pricing, with award intended for the lowest-priced technically acceptable offer, potentially without further discussions. The quotation deadline is January 26, 2026, at 16:00 hours local time, with a mandatory pre-quotation conference scheduled for January 15, 2026, at 09:00 hours; submissions must be sent electronically to BogtaGSOcompras@state.gov in specified formats with a maximum file size of 30MB.

This solicitation includes no small business set-aside designation, with no identified incumbent contractors specified in the available documents. The anticipated performance period is five years from contract award, or until the estimated amount is exhausted, with the government planning to select at least three suitable contractors under the BPA based on submitted pricing. Key numerical details include cleaning services to be completed within a single workday (8 a.m. to 4 p.m., Monday-Friday, with occasional Saturday service until 2 p.m.), and service provision limited to the Bogota area between Avenida Circunvalar and Autopista Norte. While specific budget ranges are not disclosed in the solicitation documents, pricing submissions must include a separate 19% Value Added Tax (VAT) line item. All performance will occur in Bogotá, Colombia, where contractors must maintain staff on-site solely to fulfill contractual obligations for embassy properties.
