About this file

This is a Questions and Answers document for two related Requests for Quote (RFQ) issued by the U.S. Embassy in Bogotá, Colombia's General Services Office (GSO) Contracting Unit for cleaning and welcome kit installation services (RFQ 19C02026Q0004) and painting services (RFQ 19C02026Q0005). The document addresses 24 questions from prospective bidders regarding contract execution, insurance requirements, experience qualifications, and scope of work details.

Key contractual requirements include: the contract will not be exclusive, with at least three suitable contractors selected under a Blanket Purchase Agreement based on submitted pricing; painting work must be completed within 5-10 business days while cleaning services must be completed in a single day (8 a.m. to 4 p.m., Monday-Friday, with occasional Saturday service until 2 p.m.); work occurs only in Bogotá within the designated area between Avenida Circunvalar and Autopista Norte; and bidders must be legally incorporated in Colombia with a minimum of 10 years of verifiable experience in these services. Insurance requirements mandate Davis-Bacon Act (DBA) insurance at $30,000 USD coverage quoted as a separate line item with reimbursement within 30 days of invoice submission, plus third-party liability insurance at $30,000 USD coverage (costs may be included in pricing or quoted separately at the company's discretion). Painting quotes must include three coats and specify walls and ceilings separately; apartments range from 150-400 m² with an average of 200-250 m², and approximately 120 apartments totaling 30,000 m² are projected for painting between April and September. All bidders must register with SAM.gov and provide NCAGE and UEI codes; billing procedures depend on DIAN registration status.

Embassy of the United States of America Bogotá D.C., Colombia GSO/ Contracting Unit

Item Questions & Answers Q1 What is the timeframe for each activity, contract, or unit for delivery?

A1

The maximum deadline for completing the painting work is specified as between 5 and 10 business days. This timeframe will be established and confirmed on-site at the start of the project. For cleaning services, the work must be completed in a single day, usually from 8 a.m. to 4 p.m., according to the building management rules, and must be done Monday through Friday. Saturday service may be required occasionally with prior authorization.

Q2 When would it start? . Do you require 24-hour service, daytime only, or 8-hour workdays?

A2

For both, cleaning and painting services, the start date for the work will be provided to the awarded company in advance so that they can organize the work teams and necessary supplies. The work will be carried out during the day, from Monday to Saturday, within the hours permitted by the building administrators, which are typically Monday to Friday from 8 a.m. to 4 p.m. and Saturdays from 8 a.m. to 2 p.m.

Q3 Would the contract be exclusive?

A3 No, at least three (3) suitable contractors will be selected to perform the Blanket Purchase Agreement based on the list of prices you provide as stated in SECTION 1 - THE SCHEDULE, II. LIST OF PRICES Chart, Evaluation Factors, Representations and certifications of the Solicitation document and the SOW explained in the Site Visit.

Q4 What kind of materials would be used—mid-range or high-end with impeccable finishes?

A4 The specifications for the materials to be used, as well as the expected quality of the work, are described in the Statement of Work (SOW), which is attached to the page where you found the bidding terms.

Q5

Regarding the DBA Insurance Policy. As I understand it, this insurance is intended to cover possible risks of injury/accidents that cleaning professionals may encounter on US government property. However, for us Colombian employers, this risk is no different from one that could occur on any other property and is covered by the ARL. That is why we always strive to be fully up to date with these obligations so that we are covered in the event of such eventualities.

Assuming that such an event occurs, the employee will be taken to a health center and treated by the ARL. How would the DBA work?

A5 The DBA insurance policy do not cover the same incidents as ARL. The US Government demands this insurance policy regardless any local insurance compensation. The DBA Insurance is a contractual requirement for all U.S. Government Prime Contractors or their Subcontractors with civilian employees overseas.

Q6

Regarding the DBA Insurance Policy. As you mentioned, this policy costs US$3,000 per year. For companies that are going to start working with you, this becomes a tremendously costly item because we do not know how much we are going to bill.

Today, we must consider the uncertainty of a workforce that we must gradually hire according to the demand for your services. This policy creates even greater uncertainty. A) Is it possible not to purchase this policy? B) If not, is it possible to purchase it for a lower value or a shorter term? C) Are the funds returned after 360 days?

A6

A) No, this policy is mandatory. B) The value of the policy is determined by the Insurance Company, that is why we suggest to ask for a quote to an insurance company stablished in the USA, C) The reimbursement is paid after 30 days of receiving the invoice, evidence of the amount actually paid to the insurance company in the local currency, and the insurance policy issued where the period, number of employees and coverage is stated.

Q7 Registration with SAM. Alfe Aseo SAS already has its NCAGE and UEI and has sent a signed letter to FSD. Does this mean we can consider our registration to have been completed satisfactorily?

A7 We conduct a verification at SAM website https://sam.gov/ , you must include in your offer the NCAGE and UEI codes assigned to your company, in that manner we confirm if you are actually registered.

Q8 Billing: I would like clarification on how previous suppliers have billed for this service. Is VAT applied to the total invoice amount (Article 447 of the ET) or only to the AIU (Article 462-1 of the ET)?

A8 This depends on how your company is registered at DIAN and how they authorized invoices issuance Q9 Are there currently any contractors providing these services under a similar BPA or previous contract?

QUESTIONS & ANSWERS

Item Questions & Answers A9 Yes

Q10

Can the Embassy share, for reference purposes:

• Historical price ranges per square meter (COP) for each item:

o Full Janitorial Cleaning o Light Janitorial Cleaning o Carpet Cleaning?

A10 No, that information cannot be disclosed. Companies must have enough experience in the local market to submit the list of prices

Q11 Is there a historical or projected estimate of:

• Square meters serviced per month or per year?

• Average frequency of services per item?

A11 We don't have historical data by year because the workload fluctuates depending on the number of families arriving in and leaving the country, and those numbers are beyond our control. The apartments rented by the Embassy have areas ranging from 150 m² to 400 m², with a standard average area to consider being between 200 m² and 250 m².

Q12

Regarding the DBA policy and the general liability insurance policy, the contract value and the number of workers are required when preparing the quote. As mentioned during the site visit, approximately 120 apartments will be painted between April and September, with an average area of 250 m² per unit, resulting in an estimated total of 30,000 m².We request confirmation as to whether this estimated amount corresponds to the total scope of work for the three (3) or more suppliers, as this information directly impacts the calculation of the required labor and the estimated contract value for quotation purposes.

A12 The amount of the DBA insurance policy is $30,000USD, the number of employees depends on the people you assign to perform the services based on your experience

Q13 Please indicate whether the general liability insurance policy should be included as a separate item, such as a DBA (reimbursable) insurance policy, or if it should be included within the painting costs.

A13

The company is responsible for paying the Third-Party Liability policy, this TPL policy should not be quoted as a separate line item. Whether you include this cost or not in the list of prices is the company's prerogative. The DBA insurance policy is the only one that should be depicted as a separate line item based on the quote received by the insurance company in the

USA.

Q14 Considering that painting prices are set per square meter and that at this stage, and only after the site visit, it is determined whether one (1) coat, two (2) coats, or more are required, please confirm whether, for the purposes of the initial quote, all painting items should be quoted with a single coat.

A14 It is not normal to use only one coat of paint; three coats should be quoted, as indicated in the Statement of Work (SOW).

Q15 During the execution of the activities, please confirm whether parking will be available for the vehicle used to transport supplies, ladders, scaffolding, tools, and other necessary equipment.

A15 For small cars, the parking spaces assigned to the apartment can be used. For logistics involving trucks or large vans, the building management must be consulted.

Q16

Considering that the activities will be carried out in the area between Avenida Circunvalar and Autopista Norte, or between Calle 72 and Calle 93, please confirm whether, when simultaneous work is scheduled, it will be carried out in the same building or in different locations. This information is relevant for determining whether a Health, Safety, and Environment (HSE) inspector is required for each work site if the work is being carried out in different buildings.

A16 The activities will always be assigned within the same designated area (Circunvalar Avenue - Northern Highway / 70th Street - 97th Street), but services may be provided simultaneously in different buildings.

Q17 Finally, please confirm whether the measurement in square meters of paint should include only the walls or if the ceilings should also be considered.

A17 Three items must be quoted, according to the SOW (Statement of Work) attached to the tender on the Embassy's website.

The walls and ceilings must be quoted separately.

Q18 Can we submit a quote if we do not yet have 10 years of certified experience?

1/22/2026 2

Item Questions & Answers

A18 The selected company must be legally incorporated in Colombia, comply with all specific Colombian regulations and standards applicable to the services offered, and demonstrate extensive experience, with a minimum of 10 years of verifiable track record in the Colombian market.

Q19 Can we submit a quote if we have 6 years of experience as an individual, plus 4 years as a business organization?

A19 As long as you provide your experience in this type of services you can submit a quote. It’s must be verifiable.

Q20 Can AIRLESS PAINT SPRAY GUNS FOR VINYL be used among the paint application equipment?

A20 We have no problem with them using that type of equipment, as long as they maintain the quality of the applied paint and ensure that the cleaning before and after the work is done deeply.

Q21 Are the 200 square meters of the apartment shown for the preliminary quote total square meters, that is, does this include the square meters of the walls and ceilings?

A21 The square meters indicated for each apartment correspond to the built area described in the Certificate of Title and Ownership of each property (CT&L) "Certifiado de Tradicion y libertad", and do not include the area of walls or ceilings.
