This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation W912KC19P7007 is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2019-02 and Defense Circular Number 20190531. This procurement is being issued as a Total Small Business Set-Aside. The North American Industry Classification System Code is 561790 with a size standard of $7.5M. This acquisition is 100% set aside for small business concerns. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. Location of delivery will be at the 171st ARW of the PA Air National Guard, Coraopolis (Pittsburgh) PA.
It is the responsibility of the offeror to view the website for any changes or amendments to this RFQ.
To receive an award of contract the offeror must be registered in System for Award Management (SAM) database which can be accessed at the website https://sam.gov/portal/SAM
QUOTES WILL BE EVALUATED ON TECHNICAL ACCEPTABILITY AND LOWEST PRICE. lt is the responsibility
of the vendor to ensure the quote and questions was received by 171st Contracting Office on time.
The Statement of Work for this requirement is attached to this RFQ.
A Waste Characterization Report is available, which details the results of a late 2019 sampling of each of the installation Oil Water Separators. Please email michael.w.boyd2.mil@mail.mil for a copy.
No Site Visits are scheduled due to the Waste Characterization Report being available, however vendors interested in a Site Visit should send an email to michael.w.boyd2.mil@mail.mil to schedule a time.

1) THE 171ST ARW CONTEMPLATES THE AWARD OF A FIRM-FIXED PRICE CONTRACT UTILIZING FY19 SRM FUNDING FOR THE CLEANING-OUT OF OIL-WATER SEPARATORS.
2) THIS RFQ WILL BE EVALUATED ON A LOWEST-PRICE TECHNICALLY ACCEPTABLE (LPTA) BASIS.
3) INTERESTED VENDORS MUST BE REGISTERED AND ACTIVE IN THE SYSTEM FOR AWARD MANAGMENT (SAM) IN ORDER TO BE AWARDED. IF YOU ARE NOT REGISTERED IN SAM, PLEASE CONTACT ME FOR ASSISTANCE. (REF: FAR 52.232-33).
4) THIS IS A TOTAL SMALL-BUSINESS SET-ASIDE. VENDORS MUST BE A SMALL BUSINESS UNDER THE SIZE STANDARDS OF NAICS CODE 561790. VENDORS NEED NOT BE REGISTERED UNDER 561790, HOWEVER THEY MUST BE UNDER THE APPLICABLE SIZE STANDARD OF $7.5M. (REF: FAR 52.219-6)
