STATEMENT OF WORK

REPAIR, PUMP OUT/REFILL OIL WATER SEPERATORS

PROJECT: JLSQ192012

23 JAN 2019

1. SCOPE: The project requires all plant, labor, tools, materials, equipment, transportation and supervision to complete the sampling of liquids and sludge from oil-water separators and to analyze the waste samples. Also to pump out liquids and remove sludge from the oil-water separators and refill the oil water separators with the proper amount of clean water. Contractor will transport, treat and dispose of the waste from the oil-water separators in accordance with all local, state, and federal regulations and requirements. Contractor will complete all tests and certifications as required by Federal, State and Local laws.

2. LOCATION/SITE VISITS: This project is located at the Pennsylvania Air National Guard Base, 171st Air Refueling Wing, Pittsburgh International Airport, Coraopolis, Pennsylvania 15108-4217 building 205. A pre-bid meeting / site visit will be scheduled by 171 ARW Base Contracting office.

3. NORMAL HOURS OF OPERATION: Week 1: 7:00 AM - 4:00 PM, Monday thru Friday; Week 2: 7:00 AM - 4:00 PM, Tuesday thru Friday. Work coordination dates will be accomplished after contract award.

4. GENERAL DESCRIPTION OF WORK: The contractor shall collect and analyze samples from the oil-water separators and prepare a waste characterization, in accordance with all federal and state regulations and requirements (40 CFR Part 261 Identification and listing of Hazardous Waste; 25 PA Code chapter 261 Criteria, Identification and listing of Hazardous Waste; and 25 PA Code Chapter 287 Residual Waste Management-General Provisions (287.54 Chemical Analysis of Waste). The contractor shall provide 3 copies of each sample analysis and waste characterization to the Contracting Officer. Recommended minimum analysis: Flash Point (Ignitability), pH, Reactivity, TCLP Metals, TCLP Volatiles and Semi-Volatiles, BTEX, BTU Value, Total Halogens.

a. The contractor shall pump out all sludge, oil and water from the oil-water separator and shall ship the waste for off base recycling, treatment and/or disposal at a permitted TSDF (Treatment, Storage and Disposal Facility). The waste shall be shipped using a properly licensed waste transporter. The waste shall be manifested and shipped in accordance with all applicable local, state and federal regulations and requirements (40 CFR 263 Standards applicable to transporters of hazardous waste; 25 PA Code Chapter 263 Transporters of Hazardous Waste; 25 PA Code Chapter 299 Storage and Transportation of Residual Waste; and 25 PA Code Chapter 287 Residual Waste Management.) All waste shipping manifests shall be processed through and signed by a representative from the Base Traffic Management Office and/or the Base Environmental Office. The contractor shall provide unit totals for the waste in both pounds and gallons. Hazardous Waste shall be pumped out and transported separate from PA Residual Waste – they shall not be mixed.

b. The contractor shall replace all manway access cover gaskets fill line cover seals, and oil-water cover seals removed to perform required services. The contractor shall refill the separators with clean oil free water to the proper level and inspect for leaks. The contractor shall inspect the magnesium anodes for cathodic protection effectiveness. The contract shall inspect the oil/water separator level alarms and indicators and interstitial monitors for proper operation and make recommendations should he find problems. The contractor shall ensure that the location is left in a neat and orderly condition upon completion of the work. All debris is removed from the site and disposed off site.

c. The contractor shall certify that all workers have all required training for handling Residual or Hazardous Waste and Confined Space training for any work that requires entry into confined spaces. The contractor shall provide applicable worker training certificates as part of the acceptance package. The contractor shall develop a site-specific Health and Safety plan for use when conducting the sampling, pump out and refilling of the oil-water separators. The Contractor shall provide 3 copies to the contracting officer of the site-specific health and safety plan before beginning work. The contractor shall coordinate any confined space entry work with the Base Safety, Fire, and Industrial Hygiene Technicians.

d. The contractor shall clean up and dispose of all waste from spills that occur during pumping and refilling of the oil-water separator and during transportation and disposal of the waste. The contractor shall report spills to the Contracting Officer immediately, regardless of on or off base occurrence, and shall report any spills to the proper authorities in accordance with all applicable local, state and federal regulations and requirements.

e. The contractor shall provide certificates of disposal for all wastes transported from the Pennsylvania Air National Guard Base for disposal under this contract.

f. The contractor is responsible for all field verifications and measurements.

g. The oil-water separators specification to be serviced under this contract are as follows: 304 -2S - Total Volume: 8,000 gallons, R+R Shop (Non-Hazardous) 315-2S - Total Volume: 1,000 gallons, Hush House (Non-Hazardous)

404-1S - Total Volume: 9,000 gallons, VMF (Hazardous)

h. The contractor shall ensure that the oil-water separators are reset with clean water, after they have been pumped out, so that they will continue to function to separate any oil that gets into the input drain, preventing it from reaching the exit drain.

5. Site Clean-Up: Contractor shall clean immediate work area, removing any generated debris from the work site and subsequently disposing of debris off base. Contractor is required to secure all trash and debris in covered receptacles. Contractor shall report the disposal location as well as both volume and weight of debris removed from the base to meet environmental reporting requirements as required by law.

6. UTILITIES:

The Government shall provide at no cost to the Contractor reasonable amounts of water and electricity to support the contract. Hook up will be to existing electrical outlets and existing water shut off valves and will be the contractor's responsibility. Any contractor requirement to connect to the base water system will need to be coordinated through the CE project manager and will require a backflow prevention device.

7. MATERIAL & EQUIPMENT ACCOUNTABILITY:

Notify the Contracting Office Representative (COR) prior to delivery of any material or equipment to the site. The contractor shall ensure someone is available to receive delivered materials and able to store them safely in an area to be coordinated with the COR. Any materials delivered without prior coordination and without having someone to take receipt, shall not be accepted and turned away.

8. SECURITY:

Security Forces shall monitor the incoming and outgoing of work personnel during the duration of the project. All deliveries shall be coordinated with the COR to arrange for their entrance onto Base property. Contractor Vetting - Contractor shall provide a completed Wing Form 128 two weeks prior to start of work.

9. ESCORTS:

A security briefing will be conducted prior to the start of the contract. All Contractor personnel shall have a minimum of one (1) form of photo identification with them at all times. A government representative will escort the contractor while on base unless a long term visitor request is processed through the base Security Forces Squadron for “unescorted access” privileges. The Contractor shall complete the Wing Form 128 for all personnel working on base for this project. The information required includes full legal name, social security number, date of birth, gender, and race. Allow up to 2 weeks for the approval process.

10. CONTRACTOR MANPOWER REPORTING:

Contractor shall record manpower utilization in the eCMRA application.
