About this opportunity
The Department of the Navy Naval Facilities Engineering Command (NAVFAC) has issued a Class Justification and Approval (CJ&A) for a sole-source procurement of Schweitzer Engineering Laboratories' (SEL) Networked Electrical Utility Control System (UCS) equipment. The justification authorizes the procurement of SEL's specified Product Line of network-capable programmable digital controllers, including real-time automation controllers, programmable logic controllers, remote terminal units, and utility meters for all Navy installations from April 2025 to April 2030. A Sources Sought notice issued on July 17, 2024, revealed only Peregrine Technical Solutions expressed interest, but they were not considered a viable alternative. The procurement focuses on standardization and interoperability of electrical distribution control systems, allowing for configuration and programming using Government-licensed SEL software. While the total estimated value remains redacted, the contract (N44255-Class-JA) was awarded on April 24, 2025, to an unspecified vendor for an undisclosed amount, covering electrical utility control system equipment that interfaces with substations, switchgear, and other electrical components.
Notice text
This Class Justification and Approval (CJ&A) authorizes and approves the use of brand name commercial equipment from Schweitzer Engineering Laboratories’ (SEL) specified Product Line for electrical distribution control equipment consists of a human-machine interface (HMI) that communicates to the programmable digital controllers at the installation’s electrical components (substation, switchgear, etc.). It is referred to herein as the Electrical UCS. Network-capable programmable digital controllers include, but are not limited to, real-time automation controllers (RTACs), substation/switch gear controllers, programmable logic controllers (PLCs), remote terminal units (RTUs), utility meters, and any associated network components required for full and complete networked operations. It does not include the physical system components (such as switchgears, automatic transfer switches, wiring, and similar). SEL’s specified Product Line distribution control equipment will be configured and programmed using Government-licensed software from SEL’s specified Product Line. This requirement does not restrict who can install, commission, test, maintain, or operate the controllers, as there are several known sources who can provide such services.
See attached Class J&A for additional details.
Awarded contract N44255-Class-JA to unknown vendor for unknown amount on 2025-04-24.
