About this opportunity
The Naval Air Systems Command (NAVAIR) is preparing a Class Justification and Approval (CJ&A) for sole source procurement of Non-Recurring Engineering (NRE) and production of a MH-60R variant aircraft for the United States Coast Guard (USCG). This pre-solicitation notice indicates the agency's intent to award a contract under FAR 6.302-1(a)(2)(iii), which permits other than full and open competition when only one responsible source can satisfy agency requirements. The procurement encompasses not only aircraft production but also test aircraft, spares, systems engineering, project management, tooling, publications, obsolescence management, and related logistics support. Interested parties may submit capability statements by the November 5, 2025 deadline to demonstrate their qualifications, which must clearly articulate their approach to supporting the H-60 Helicopter Program without detriment to existing operations. The government will evaluate submissions based on demonstrated capability to provide the required supplies and services with appropriately qualified personnel and resources. This notice is not a request for proposals and does not constitute a commitment by the government to award a contract.
This procurement carries no set-aside designation and is anticipated to be awarded to Lockheed Martin Rotary and Mission Systems (LM RMS), the Original Equipment Manufacturer of the H-60 aircraft platform. The justification for sole source procurement rests on LM RMS's exclusive possession of proprietary data, technical expertise, specialized equipment, and qualified personnel necessary for in-depth programmatic, engineering, and logistics support of the H-60 Helicopter Program. No specific award value or budget range is disclosed in this pre-solicitation notice. The notice does not provide contract duration, production quantities, or detailed timeline specifications for performance. Interested firms should note that the government will not reimburse costs associated with preparing capability statement responses.
