About this opportunity
The Centers for Disease Control and Prevention (CDC), operating under the Department of Health and Human Services, intends to award a sole-source, firm-fixed price purchase order to Clarivate Analytics (US) LLC for Clarivate EndNote Software Site License. This procurement is for bibliographic citation management software that the CDC requires for its research operations. The agency has determined that sole-source procurement is justified under FAR 13.106-1(b)(1) based on exclusive licensing agreements, proprietary data considerations, and the CDC's extensive existing investment in proprietary EndNote format citation libraries. The government will consider all responses received by the deadline without formal evaluation criteria, as this is not a competitive solicitation but rather a notice to gauge potential interest from alternative sources. All responses must be submitted via email to Alyssa Thomas at ah78@cdc.gov and CC'd to Marie Claxton at utj4@cdc.gov no later than 3:30 p.m. EST on April 1, 2026, with the determination to proceed as a sole-source award remaining solely within the government's discretion.
No set-aside designation has been applied to this procurement. Clarivate Analytics (US) LLC is identified as the incumbent contractor and sole developer of the EndNote software being procured. The estimated procurement value is $190,264.26 under Procurement Request Number HCAH-2026-95093. The justification for sole-source acquisition emphasizes that the CDC has utilized EndNote for many years and maintaining this platform is critical to ongoing and historical research efforts, as alternative products such as Zotero, Mendeley, and RefWorks do not provide full compatibility with existing EndNote libraries and would result in significant data loss and workflow disruption. The requirement is not available on the GSA Schedule, and the contracting officer certification was executed by Marie Claxton on March 5, 2026.
