About this opportunity
The Centers for Medicare and Medicaid Services has awarded a limited-source contract to Deloitte Consulting LLP for ClaimsCore Program Management Office Support Services under GSA Multiple Award Schedule contract 47QRAA18D001P, with a total projected cost of $27.312 million, on June 26, 2026.
CMS invokes unusual and compelling urgency under GSAM 538.7104-3(b)(1)(i) as the basis for limiting competition. The ClaimsCore Proof of Concept phase begins June 2026 and requires the PMO to be fully operational within ten business days of award to support modernization of Medicare Fee-for-Service claims processing infrastructure, which handles approximately 1.2 billion claims annually and administers over $460 billion in annual Medicare payments. Market research evaluated three firms—Deloitte, Accenture Federal Services, and Boston Consulting Group—and determined that only Deloitte possesses the requisite combination of demonstrated Medicare claims modernization domain expertise, active CMS security clearances and HSPD-12 credentials, established CMS contractual vehicles with negotiated rates, and an available ten-person PMO team capable of mobilizing within the compressed timeline.
The requirement spans five task areas: Program Governance and Oversight; Vendor Artifact and Commitment Tracking; Governance, Stakeholder, and Engagement Mapping; Integrated Master Plan/Schedule Validation; and Program Management Support and Reporting. The contract consists of a base period of $1.4375 million, Option Period 1 of $11.5 million, and Option Period 2 of $14.375 million. Price reasonableness will be determined through comparison to Deloitte's existing GSA MAS rates, benchmarking against comparable CMS program management contracts, and an independent government cost estimate. CMS identifies this as a bridge acquisition and intends to award a competitive follow-on PMO support contract upon POC completion.
