About this opportunity
The Defense Logistics Agency Land and Maritime is conducting market research to identify qualified manufacturing sources for approximately 400 line items of diesel engine components and related parts, with sources sought responses due October 30, 2026. This is a pre-solicitation notice only; no solicitation is currently issued and no contractual commitment exists. Respondents will not be reimbursed for response preparation costs.
The components span engine core assemblies (camshafts, crankshafts, cylinder heads, pistons, connecting rods, flywheels), fuel systems (pumps, injectors, governors), cooling systems, air intake and exhaust components, transmission and drivetrain elements, fluid handling systems, fasteners, seals and gaskets, and electrical assemblies and instrumentation. Parts are primarily manufactured by Rolls-Royce Solutions America Inc. and Rolls-Royce Solutions GMBH. NAICS 332510 (Hardware Manufacturing) applies.
Any future solicitation resulting from this market research is anticipated to expand scope to include Customer Direct Delivery (CDD), Outside Continental United States (OCONUS), and Foreign Military Sales (FMS) delivery requirements beyond current CONUS-only parameters. Respondents must factor these expanded logistical capabilities into capability statements and questionnaire responses.
The anticipated contract structure includes a one-year base period with four one-year option periods, firm-fixed pricing with reasonable escalation rates, and compliance with Buy American Defense DFARS provisions and DLA military packaging standards (ASTM D3951, MIL-STD-2073-1E, MIL-STD-129 marking). Delivery standards include 7–14 day Time Definite Delivery for CONUS/OCONUS customer direct delivery and 30-day delivery for FMS. Submit Market Survey Questionnaire responses to Trent Daniels, trent.daniels@dla.mil, (614) 549-4552.
