About this file
This is a Market Research Questionnaire for a successor Indefinite Quantity Contract (IQC) issued by the Defense Logistics Agency (DLA) Weapons Support. The questionnaire seeks detailed feedback from potential suppliers regarding their capability to supply items listed in the accompanying National Stock Number (NSN) spreadsheet and Approved Manufacturer Parts List (AMPL). Responses must be submitted by Friday, October 30, 2026, to Contracting Officer Trent Daniels at Trent.Daniels@dla.mil or (614) 549-4552.
The questionnaire addresses multiple critical acquisition factors, including: supplier classification (manufacturer versus distributor/dealer status), Electronic Data Interchange (EDI) capability, and traceability requirements for non-manufacturers. The proposed contract structure includes a one-year base period with four one-year option periods, with DLA preferring Firm-Fixed Price (FFP) contracts, though Fixed-Price with Economic Price Adjustment (EPA) is negotiable. Suppliers must address delivery capabilities across three coverage areas: DLA Direct (Stock) delivery, Customer Direct/Direct Vendor Delivery (DVD) for Continental United States (CONUS) and Outside Continental United States (OCONUS) meeting 7-14 day timeframes, and Foreign Military Sales (FMS) delivery within 30 days. Additional requirements include compliance with Buy American Defense DFARS provisions, DLA military packaging standards, potential hazardous material handling, GSA Schedule listing status, Certified Cost or Pricing Data (CCPD) capabilities for contracts exceeding $10 million, and commercial item classification documentation. The questionnaire also solicits pricing information through a Rough Order of Magnitude (ROM) estimate and welcomes strategic recommendations for items to add or delete from the scope.
