About this opportunity
This pre-solicitation notice seeks sources capable of providing approximately 65,398 square feet of storage space and inventory management services for government-owned Close-In Weapons System and Rolling Airframe Missile Guided Missile Launcher System parts and equipment. The Naval Sea Systems Command requires the facility to be located near its production line in Louisville, Kentucky to support critical residual parts for both weapons systems. Respondents must demonstrate experience receiving, shipping, and tracking inventory using an approved government system. All questions are due by July 29, 2020 and responses must be submitted to the contracting officer, Martha Bello, by the same date.
There is no set-aside designated for this potential award. Inventory management services will likely be classified under NAICS Code 561210 and PSC Code R499. The government estimates needing approximately 65,398 square feet of storage space to hold inventory for both the CIWS and GMLS lines through 2020 and potentially beyond as production of those systems continues.

Description:
The Naval Sea Systems (NAVSEA) Command is conducting a market survey through this Sources Sought to identify potential sources capable ofproviding a facility and all services to hold and issue government owned property that is used to provide support to both the Close-In Weapons System (CIWS) MK 15 or MK 49 Rolling Airframe Missile (RAM) Guided Missile Launcher System (GMLS) product lines by Dec 2020. The proposed contracting action would provide coverage for both space and services to manage the existing inventory of government operations and maintenance supplies and residual property as well as future residual property to include the GMLS restart program for frigates FFG(X). Management of Inventory must be within the Approved Property System of Record (APSR).
The Contractor shall provide approximately 65,398 square footage of space for Property of the Government located at RMD Louisville, KY location. The contractor will assist the government in asset receiving including unloading trucks, inspecting deliveries (including containers), validating paperwork to items received, documenting damaged items, notifying government of discrepancies, and entering data into the Navy approved inventory system, Enterprise Resource Planning.
The Contractor shall assist the government with shipping including validating information listed on paperwork, inspecting containers, inspecting/verifying material, transporting property intra-site (creating, receiving and confirming Task Orders generating labels, loading carrier trucks and banding/strapping, closing boxes as required).
Due to the criticality of these residual parts to the production of both MK 15 CIWS and MK 49 GMLS, it is imperative that this facility be near the RMD Louisville, Kentucky production line.
