About this opportunity

The West Virginia Army National Guard is conducting market research through this Sources Sought Notice to identify potential contractors capable of supporting the Civilian-Defense Critical Infrastructure Center of Excellence (CDCI-COE) Mission Assurance Support Services. The procurement seeks administrative management and general management consulting services (NAICS 541611, PSC R499) with demonstrated capabilities across six functional areas: Mission Assurance Assessment Support, Supply Chain Risk Management, Cross-Domain Infrastructure Analysis, Exercise and Workshop Support, Small Unmanned Aerial System (sUAS) Visualization Support, and Data Protection and Compliance. Interested vendors must possess expertise in facility assessments, vulnerability identification, risk prioritization, supplier dependency analysis, geospatial imagery and 3D modeling, and cybersecurity requirements. The evaluation will assess company profile, size status, relevant past performance from the preceding five years, technical capability narratives, contract vehicles held, and detailed capability statements with supporting documentation. Responses must be submitted by March 12, 2026 at 4:00 PM EST to juan.h.arevalojimenez.civ@army.mil, and it is important to note that this notice is for market research purposes only with no current active solicitation or financial obligation to the Government.

This procurement is designated as a Total Small Business set-aside, restricting competition to qualifying small businesses. The notice does not identify any current incumbents or contractors, as this is a market research phase preceding formal solicitation. No specific award value or budget range has been disclosed in the pre-solicitation materials. Performance shall occur at various locations throughout West Virginia, with operations based out of Dunbar, West Virginia or approved alternate locations with suitable internet connectivity. The government has tasked the West Virginia Army National Guard by the Under Secretary of Defense to establish the CDCI-COE as a collaborative hub for state and federal mission assurance activities, indicating this represents a strategic priority for defense infrastructure resilience.
