About this opportunity

The U.S. Army Test and Evaluation Command (ATEC), a component of the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground, is seeking industry feedback through a Request for Information (RFI) regarding Website Development, Maintenance, and Sustainment Services for the ATEC Civilian Careers Website. The procured services will include maintaining and sustaining an interactive recruitment website at www.atecciviliancareers.com that announces civilian career opportunities and optimizes Direct and Expedited Hiring Authority (DHA/EHA) marketing efforts. Key requirements include establishing web hosting infrastructure, implementing security measures, deploying a content management system (Drupal-based), establishing a ticketing system, conducting regular maintenance to ensure stability and eliminate outages, and maintaining strict data security protocols. The website must remain compliant with modern browsers including Internet Explorer, Edge, Firefox, Chrome, and Safari, along with their mobile counterparts, and must adhere to Department of Defense cloud computing security standards at the IL2 level. The RFI response deadline is 10:00 AM EDT on December 10, 2025, with no additional questions accepted after the Amendment 1 clarification issued on December 3, 2025.

This opportunity carries no set-aside designations and does not identify any incumbent contractor or current service provider in the available documentation. The Performance Work Statement indicates a contract structure consisting of a 12-month base period followed by four optional 12-month extension years, suggesting a potential five-year engagement. While specific award values or budget ranges are not disclosed in the RFI materials, the scope encompasses all technical aspects of website management, including content management using HTML, CSS, jQuery, and JavaScript, Search Engine Optimization, user acceptance testing, 508 compliance verification, website analytics tracking, and helpdesk support for ATEC staff. The contractor is expected to procure and operate the IL2 cloud hosting environment at their own expense and complete a 30-90 day transition period to ensure seamless website transfer with no downtime. This RFI represents preliminary market research to inform the government's acquisition strategy prior to formal solicitation.
