About this opportunity
The Department of the Air Force Air Mobility Command is seeking a contractor to provide a Douglas C-54 Skymaster aircraft for the Joint Base McGuire-Dix-Lakehurst Open House 2025 (OHAS 2025). The solicitation requires the contractor to perform a flyby on May 16, 2025, which may include releasing candy within a designated 1,000 x 1,500 foot area, and provide a static display on May 17-18, 2025, with the aircraft interior configured as a museum highlighting the Berlin Airlift. The contract will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with offerors required to demonstrate compliance with the performance work statement and register in the System for Award Management (SAM). Contractors must have the capability to execute a precise aerial performance, including coordinating flight routes and managing potential candy distribution. The proposal response is due by April 8, 2025, with the performance period spanning May 16-18, 2025.
The solicitation is set aside specifically for Women-Owned Small Businesses (WOSB) under the North American Industry Classification System (NAICS) code 711219 for Other Spectator Sports. The place of performance is McGuire AFB in New Hanover, New Jersey, with the government providing airstairs, lodging, meals, transportation, fuel, and hangar space for the contractor. While a specific award value is not explicitly stated, the contract requires the contractor to maintain $1 million in liability insurance and provide specific documentation including Civil Aircraft Certificate of Insurance, Civil Landing Permit, and Civil Aircraft Hold Harmless Agreement. The contractor will be responsible for maintaining the aircraft, ensuring safe flight conditions, and configuring the interior with historical artifacts related to the Berlin Airlift. The single-source justification indicates that this particular contractor was selected due to their unique expertise with the C-54 Skymaster and ability to provide a historically significant aerial demonstration.
Notice text
The Contractor shall provide a Douglas C-54 Skymaster to perform a Flyby and a static display at Joint Base McGuire-Dix-Lakehurst Open House 2025, hereafter referred to as JB MDL OHAS 2025, within the limitations prescribed by Federal Aviation Regulation Waiver (FAA Form 7711-1), on 16-18 May 2025 provided weather, mechanical and site condition permit. The interior of the aircraft will be configured like a museum with artifacts and information from Berlin Airlift conducted in 1948-1949.
The Contractor shall perform a flyby on 16 May 2025. The flyby will consist of at least 2 passes along a route of flight coordinated by the OHAS planning team. The flyby may include releasing candy within a designated area of at least 1,000 feet wide and 1,500 feet long with the route of flight aligned with the long-axis centerline of the designated area. The contractor will adjust laterally based on winds and weather conditions to plan for the candy to land within the designated area. Candy will be made available to the contractor and bundled per the contractor’s specifications. It is under the contractor’s discretion to not release candy from the air if candy isn’t available, if the candy isn’t bundled per the contractor’s specification, or if weather conditions prevent a safe release of the candy to land within the designated area. The final say for the airborne candy release rests with the contractor or the Air Boss; either may prevent airborne release. Despite the airborne candy release, the flybys will still be executed given safe flight conditions.
The Contractor shall make their aircraft available for static display on each day 17-18 May 2025, for the duration of that day’s OHAS. The Government will provide airstairs or equivalent to provide public guest access to the interior of the aircraft.
