1. DESCRIPTION OF SERVICE: GENERAL REQUIREMENTS

1.1. Scope of Work. The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and service to provide a demonstration aircraft. The Contractor shall perform to the standards in this Performance Work Statement (PWS).

1.2. Contractor. The Contractor shall provide a Douglas C-54 Skymaster to perform a Flyby and a static display at Joint Base McGuire-Dix-Lakehurst Open House 2025, hereafter referred to as JB MDL OHAS 2025, within the limitations prescribed by Federal Aviation Regulation Waiver (FAA Form 7711-1), on 16-18 May 2025 provided weather, mechanical and site condition permit. The interior of the aircraft will be configured like a museum with artifacts and information from Berlin Airlift conducted in 1948-1949. Please reference Attachment 6 of AFI 10-1004 for list of Approved Warbird Status Aircraft.

1.3. Performance. The Contractor shall perform a flyby on 16 May 2025. The flyby will consist of at least 2 passes along a route of flight coordinated by the OHAS planning team. The flyby may include releasing candy within a designated area of at least 1,000 feet wide and 1,500 feet long with the route of flight aligned with the long-axis centerline of the designated area. The contractor will adjust laterally based on winds and weather conditions to plan for the candy to land within the designated area. Candy will be made available to the contractor and bundled per the contractor’s specifications. It is under the contractor’s discretion to not release candy from the air if candy isn’t available, if the candy isn’t bundled per the contractor’s specification, or if weather conditions prevent a safe release of the candy to land within the designated area. The final say for the airborne candy release rests with the contractor or the Air Boss; either may prevent airborne release. Despite the airborne candy release, the flybys will still be executed given safe flight conditions.

1.4. Static Display Requirements. The Contractor shall make their aircraft available for static display on each day 17-18 May 2025, for the duration of that day’s OHAS. The Government will provide airstairs or equivalent to provide public guest access to the interior of the aircraft.

1.5. Compensation. The Government hereby agrees to compensate the Contractor at the rate specified. This agreement is in full force rain or shine. If the Contractor is on site and ready to perform, but cannot perform due to circumstances outside of his/her control, the Contractor will be paid on a graduated rate, up to full payment, for services actually rendered as reasonably determined by the Contracting Officer. In addition, if the Contractor is physically unable to display the aircraft, has an equipment failure, or cannot display the aircraft for any reason, other than stated above, the Contractor will be paid on a graduated rate, up to full payment, for services actually rendered as reasonably determined by the Contracting Officer. Air Force shows are free to the public and charge no admission. The Contractor may not display or present signage or person charge for an admission fee in any way, shape, or form to tour an aircraft or display. However unsolicited donations are permissible as long as no signage or person block or interfere entry by the public and, displayed as “donation” with no set fee or cost. See AFMAN 10-1004 for further guidance.

No item for sale may imply DoD or Military Branch endorsement. The Contractor is required to obtain written approval from the Master Concessionaire Contractor prior to selling any merchandise.

1.7. Air Show. The JB MDL OHAS 2025 is a two-day publicly available event and shall start on 17 May 2025 and continue through 18 May 2025. Services are required for the student career day flyby on 16 May 2025. Operating Hours are at the discretion of the JB MDL OHAS 2025 Director. The Contractor’s failure to attend the pre-show briefing will result in cancellation of that day’s performances and the Contractor’s fee will be adjusted accordingly.

1.9. Contractors Liability Insurance. The Contractor declares that they will maintain personal liability insurance limits of one million dollars ($1,000,000.00) per aircraft/occurrence for bodily injury or property damage. Civil Aircraft Certificate of Insurance (DD Form 2400) to provide evidence of the above coverage will be provided upon request and before filing FAA waivers prior to commencement of performance under this agreement. Civil Landing Permit (DD Form 2401) and Civil Aircraft hold Harmless Agreement (DD Form 2402) will also be required at that time. Period of performance will be 16-18 May 2025. Comment by ZALYBNIUK, LIZBETTE CIV USAF AMC 87 CONS/PKB: When are the forms required – PoP need different wording Comment by SUMMERBELL, KEVIN T Maj USAF AMC 6 AS/ADO: Same question as other. Is this usually a date timeframe? I feel their intent is that if they don't provide the paperwork then they don't fulfill the contract and thus don't get paid but not sure why it was originally written this way.
