About this opportunity
The Indian Health Service, a component of the U.S. Department of Health and Human Services, is soliciting Cisco SmartNet support services to maintain twenty-seven Cisco network devices across eight California Area facilities, with quotations due September 14, 2026. The procurement is set aside exclusively for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act.
Place of performance spans eight geographically dispersed IHS locations: Arcata, Clovis, Davis, Escondido, Hemet, Redding, Sacramento, and Ukiah. The equipment includes ISR4331/K9 routers, Catalyst 9300 and 9410 series switches, and a wireless controller, with serial numbers and specifications detailed in Amendment 1 (posted September 9, 2026).
Services include 24x7x365 access to Cisco Technical Assistance Center (TAC), rapid hardware replacement (2-hour, 4-hour, or next business day service levels), IOS/IOS-XE software updates and security patches, proactive security alerts, and lifecycle management via the Cisco Smart Net Total Care portal. The performance period consists of a 12-month base period (September 30, 2026 through September 29, 2027) and two optional 12-month extensions.
The contract is firm-fixed-price under FAR Part 12. NAICS code 541519 applies; PSC is DA10. Small business size standard is $34 million average annual receipts. Offerors must submit an active, signed authorization letter from the OEM proving authorized dealer/distributor/reseller status; gray-market or unauthorized licenses result in immediate disqualification. Quotations must include a cover letter, a price quote using the provided Excel spreadsheet, and a completed IHS Indian Economic Enterprise Representation Form. Evaluation weighs Factor 1 (Authorized Partner Documentation and Maintenance & Warranty Flow-Down) as more important than Factor 2 (SAM Registration and Past Performance), with Factors 1 and 2 combined approximately equal to Factor 3 (Price). A single award is anticipated.
