About this opportunity
NASA's Goddard Space Flight Center is soliciting proposals under the NextSTEP-3 Broad Agency Announcement for industry-led capability studies focused on developing space communication architectures for lunar and Mars exploration. The solicitation seeks innovative solutions in two study areas: Lunar Trunkline Communication Architectures and Mars End-to-End Communication Service Architectures, with the objective of creating an interoperable commercial space communication marketplace where NASA serves as one of many customers. Eligible offerors include non-government U.S. institutions such as companies, universities, and nonprofit organizations, and contractors may propose on one or both study areas. Proposals will be evaluated based on relevance, technical merit, and price, with relevance being the most important factor. The Notice of Intent to propose is due September 3, 2025, with final proposals due September 17, 2025 at 5:00 PM Eastern Time, and NASA anticipates making initial source selections by December 1, 2025.
This solicitation has no set-aside designation and does not identify any incumbent contractors or current service providers. NASA has allocated $1.7 million in total cumulative funding across all potential awards under this appendix, with contracts structured as firm-fixed-price agreements. The desired study period is three months, though offerors may propose performance periods up to six months, and the proposal validity period is four months. Performance will take place in the United States, with contractors required to deliver multiple milestones including kickoff meetings, mid-term briefings, architecture design documents, and final reports. NASA reserves the right to select multiple proposals, a single proposal, or no proposals for award based on the evaluation results.

The National Aeronautics and Space Administration’s (NASA) long-term vision is a resilient space communication and navigation infrastructure that enables science, exploration, and economic development around Earth, Moon, and Mars. NASA is presently pursuing the creation of an interoperable architecture composed of a mixture of existing NASA assets and commercial networks and services. The long-term goal is to establish a commercial space marketplace that supports a multitude of reliable, robust, and cost-effective commercial service providers in which NASA is one of many customers. NASA intends to advance on this goal by collaborating with commercial industry on innovative solutions based on relevant NASA use cases involving cislunar and Mars communication needs.
The Commercialization, Innovation, and Synergies (CIS) Office’s fourth Capability Studies BAA is seeking industry insights in the following two (2) topic areas:
1. Lunar Trunkline Communication Architectures
2. Mars End-to-End Communication Service Architectures
Proposals must be submitted electronically in accordance with the instructions detailed in Enclosure A, Appendix C, Sections 11 through 13, no later than August 6, 2025, 5:00pm Eastern Time. Offerors may propose on one or both study areas identified in Appendix C. Proposals will be evaluated in accordance with Section 13 of Appendix C.
