About this opportunity
The Naval Supply Systems Command (NAVSUP), operating under the Department of the Navy, has published a Special Notice seeking eligible contractors to furnish repair, evaluation, and modification services for circuit card assemblies. Posted on October 23, 2025, this notice pertains to the procurement of items identified by NIIN 016991223. The Government intends to sole source this acquisition under the authority of FAR 6.302-1, indicating that the solicitation will be negotiated with a single source rather than through competitive bidding. The underlying rationale for this sole-source approach is that the Government does not possess or cannot provide the necessary technical data required to perform the repairs or manufacture of the specified items. All responsible sources are invited to submit capability statements to demonstrate their qualifications and interest in this engagement.
Contractors interested in this opportunity must submit responses within 15 days of the notice publication date, with the formal due date established as October 28, 2025. The Government will consider all timely responses when determining whether to proceed with sole-source negotiations; however, this notice of intent is not a request for competitive proposals, and the Government retains sole discretion regarding contract award decisions. Contractors who are not currently approved sources must submit source approval documentation and supporting information as detailed in the NAVSUP-WSS Source Approval Information Brochure for Repair; notably, award will not be delayed pending source approval processing. While one or more items may be subject to Free Trade Agreements Act or World Trade Organization Government Procurement Agreement provisions, these trade agreement clauses are not anticipated to apply given the sole-source nature of the procurement. The contract will require the furnishing of labor, materials, and facilities necessary to complete the specified evaluation, repair, and modification work.
