About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure Circuit Card Assemblies (NSN 7H-5998-016195552) with a specific Technical Data Package (TDP) version 003. The solicitation is structured under FAR 6.302-1, which allows for negotiation with a single source due to unique data rights constraints. The government has determined it is uneconomical to purchase the data rights or reverse engineer the part. Interested contractors may submit proposals, quotations, or capability statements within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The agency will review submissions to determine whether to conduct a competitive procurement, though the final decision remains solely at the government's discretion.
This pre-solicitation notice indicates no specific set-aside designation and involves a procurement of 8 units to be delivered FOB Origin. The contract opportunity is categorized under PSC 5998, which covers Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware. While the exact award value is not specified, the notice suggests a targeted, specific procurement with limited competition. The current solicitation is posted on November 26, 2024, with responses due by January 12, 2025. The unique nature of the circuit card assembly, combined with the government's assessment of data rights and economic feasibility, suggests this is a specialized acquisition with potentially limited vendor pool.
