About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure circuit card assemblies (PSC 5998 - Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware) under a non-competitive single-source contract authority. The procurement is based on National Stock Number (NSN) 7H-5998-015773855, Technical Data Package Version 003, Reference Number 77C733421G001. The Government has determined that it is uneconomical to either purchase data rights or reverse engineer the part to enable competitive procurement from alternative sources. While this is a single-source procurement action under FAR 6.302-1, the Government is soliciting responses from all responsible sources to demonstrate interest and capability. Proposals, quotations, or capability statements must be submitted within 45 days of the pre-solicitation notice publication (or 30 days if awarded under an existing Basic Ordering Agreement), with a due date of December 5, 2025. The Government reserves the discretion to determine whether to proceed with competitive or non-competitive procurement based on responses received.

This procurement carries no set-aside designation and represents a requirement for eight units (8 EA) of circuit card assemblies with delivery on a Free-on-Board (FOB) Origin basis. No incumbent contractor or specific award value has been identified in this pre-solicitation notice. The quantity requirement is relatively modest at eight units, suggesting either a specialized application or a low-volume sustainment need for Naval systems. No specific evaluation criteria beyond capability and responsibility have been articulated in this notice. The contract will be awarded to a single source, and all interested parties are encouraged to respond during the 45-day consideration period to ensure their capabilities are evaluated should the Government determine competitive procurement is warranted.
