About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 8 units of circuit card assemblies under NSN 1H-5998-015242602, TDP VER 007, REF NR C98038C-4, with delivery FOB origin. The government intends to use sole source procurement authority under FAR 6.302-1 because it does not own the data rights needed to purchase or contract repairs from additional sources, and it has been determined uneconomical to buy the data rights or reverse engineer the part. While this is intended as a sole source acquisition, all responsible sources may identify their interest and capability to respond to the requirement within 45 days of the July 18, 2025 posting date (or 30 days if award is issued under an existing Basic Ordering Agreement). The government will consider all proposals received within this timeframe, though the final determination not to compete remains solely within government discretion. Award will only be made if the offeror, product/service, or manufacturer meets qualification requirements at the time of award per FAR clause 52.209-1.
This procurement does not utilize any set-aside designations and is open to all responsible sources. The specific quantity required is 8 units of the circuit card assemblies, with no incumbent contractor or current service provider identified in the notice. No award values or budget ranges are specified in the pre-solicitation documentation. The procurement is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions if the corresponding DFARS clauses are included in the final solicitation. Based on market research, the government has determined not to use FAR Part 12 commercial item acquisition policies, though interested parties may identify their capability to satisfy the requirement with commercial items within 15 days of the notice publication.
