About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 28 circuit card assemblies (NSN 7H-5998-014547531) for repair and modification. The government intends to solicit and negotiate with only one source under FAR 6.302-1, citing difficulties in obtaining competitive data for this specialized electronic component. Interested parties may obtain necessary technical documentation through the DoD Single Stock Point (DODSSP) in Philadelphia, utilizing online resources like ASSIST-Online or contacting their help desk. All responsible sources may identify their interest and capability to respond to the requirement within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate submissions to determine whether to conduct a competitive procurement, with the final determination solely at their discretion.

The pre-solicitation notice indicates no specific set-aside for this procurement, and the estimated quantity is 28 units to be delivered FOB origin. The contract is classified under Product Service Code 5998 for Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware. Potential bidders should note that the acquisition is subject to Free Trade Agreements, specifically potentially incorporating DFARS clauses related to Buy American Act and Trade Agreements. While no specific award value is mentioned, the procurement involves technical, specialized electronic components requiring precise technical documentation. The government has explicitly stated they are not using FAR Part 12 policies for commercial item acquisition, suggesting this is a highly specialized military-grade procurement with specific technical requirements.
