About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 54 circuit card assemblies for repair and modification, with a specific National Stock Number (NSN 7H-5998-012635232) and Technical Data Package (TDP) Version 001. The government intends to negotiate with a single source under FAR 6.302-1 authority, with all responsible sources invited to demonstrate their capability to respond to the requirement. Interested parties can obtain necessary specifications and standards through the DoD Single Stock Point (DODSSP) via online resources or by contacting their help desk. Proposals will be considered within 45 days of the synopsis publication (or 30 days if awarded under an existing Basic Ordering Agreement), and the government retains sole discretion in determining whether to compete the procurement. Potential respondents can identify their interest and capability to satisfy the requirement, with special consideration for commercial item alternatives within 15 days of the notice.
The pre-solicitation notice indicates no specific set-aside designations, and the procurement is subject to Free Trade Agreements and potential Buy American Act provisions. Delivery is specified as FOB Origin, and the government has determined it is uneconomical to purchase data rights or reverse engineer the part. The procurement falls under Product Service Code (PSC) 5998 for Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware. While no specific award value is mentioned, the quantity is fixed at 54 units. The opportunity is structured to allow potential vendors to demonstrate their capabilities, with the understanding that the government may ultimately choose to proceed with a single-source procurement. The solicitation will potentially involve international trade considerations, as indicated by the potential application of DFARS clauses related to trade agreements.
