About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure repair and modification services for circuit card assemblies under NSN 7H-5998-015416954-VN, TDP Version 009. This pre-solicitation notice indicates the Government's intent to negotiate with a single source under FAR 6.302-1 authority, as the Government does not own the data or rights necessary to obtain the part from alternative sources, and reverse engineering has been determined uneconomical. However, all responsible sources may submit proposals, quotations, or capability statements to express their interest and capability. Award will be made only if the offeror, product, or manufacturer meets applicable qualification requirements at the time of award in accordance with FAR clause 52.209-1. All proposals received within 45 days of the notice publication (or 30 days if award is issued under an existing Basic Ordering Agreement) will be considered by the Government, though the Government reserves the right to determine whether to conduct a competitive procurement based on the responses received. Interested parties may also identify commercial item solutions within 15 days of this notice.

This procurement carries no set-aside designation and involves a requirement for 26 units with delivery FOB origin. No specific award value or budget range is stated in the pre-solicitation notice. The notice was posted on April 2, 2024, with a due date of April 23, 2026, allowing significant time for interested contractors to prepare and submit their responses. No incumbent contractor or current contractor names are identified in this notice. The Government's market research has determined that FAR Part 12 policies for commercial items procurement do not apply to this requirement, indicating the specialized nature of the repair and modification services needed for these circuit card assemblies.
