About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure circuit card assemblies for repair and modification, specifically NSN 7H-5998-015203615 with Technical Data Package (TDP) Version 002. The government intends to solicit and negotiate with only one source under FAR 6.302-1 authority, acknowledging that acquiring data rights or reverse engineering the part would be uneconomical. Interested firms must include their CAGE code on solicitation requests, and all responsible sources may identify their interest and capability to respond within 45 days of the notice's publication (30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate responses to determine whether to conduct a competitive procurement, with the final determination solely at their discretion. While this is not a request for competitive proposals, all submissions received within the specified timeframe will be considered.
The pre-solicitation notice indicates no specific set-aside for this contract opportunity, and the initial quantity requested is 5 units with delivery FOB origin. The procurement is subject to Free Trade Agreements, potentially involving DFARS clauses related to Buy American Act and Trade Agreements. The solicitation will include an option for increased quantity, providing potential flexibility for future needs. While specific award value is not disclosed, the contract falls under Product Service Code 5998-P for Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware. The government has determined that commercial item acquisition policies (FAR Part 12) will not be used in this solicitation, though interested parties may propose commercial alternatives within 15 days of the notice. The due date for this opportunity is March 17, 2025, offering a substantial window for potential contractors to prepare and respond.
