About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure circuit card assemblies and replacement parts, specifically National Stock Number 7H-5998-015303077, with a quantity of 11 units to be delivered FOB origin. The proposed contract action intends to solicit and negotiate with only one source under FAR 6.302-1 authority, though all responsible sources may identify their interest and capability to respond. Interested parties can obtain relevant specifications and standards through the DoD Single Stock Point (DODSSP) in Philadelphia, either via online ASSIST-Quick Search or by contacting their help desk. The government will consider all proposals received within 45 days of publication (or 30 days if awarded under an existing Basic Ordering Agreement), with the ultimate competitive determination remaining solely at the government's discretion. Potential vendors must note that the government does not currently own the data or rights to the part and has determined it uneconomical to purchase such rights or reverse engineer the component.
The pre-solicitation notice indicates no specific set-aside designations for this opportunity. The procurement is subject to potential Free Trade Agreements, which may be indicated by specific DFARS clauses in the final solicitation. While specific award values are not disclosed, the procurement involves complex electronic components with potential international trade considerations. The procurement falls under Product Service Code 5998, which covers electrical and electronic assemblies, boards, cards, and associated hardware. Vendors interested in demonstrating capability to satisfy the requirement with a commercial item must do so within 15 days of the notice. The delivery timeline suggests an immediate or near-term need for these specific circuit card assemblies, with the government seeking a strategic sourcing approach that balances technical complexity and procurement efficiency.
