About this opportunity
The National Institutes of Health intends to award the Chief Information Officer-Solutions and Partners 3 Government-wide Acquisition Contract to provide information technology services across the federal government, with an emphasis on health and biomedical IT support, as announced in this Award Notice. Added: May 31, 2012 11:47 am The Chief Information Officers - Solutions and Partners 3 (CIO-SP3) is a Government-wide Acquisition Contract (GWAC). This announcement serves as notice of contract awards under the subject solicitation. Fifty-four Indefinite Delivery/Indefinite Quantity contracts were awarded and have a performance period of 10 years with a maximum value of $20 billion. Please see attachment for a complete list of awardees. Government agencies may issue task orders in accordance with FAR 16.505. The contract is designed to support the full range of IT services and health IT needs across the federal government.

Added: Oct 27, 2010 12:53 pm Amendment 00002 is provided to correct some of the sequence numbering in the Responses to Questions and Comments that had been provided under Amendment 000001. See the attached revised Responses to Questions and Comments with the corrected sequence numbering highlighted. There were no changes to the references, questions, comments, or the responses contained in the original document other than correcting the sequence numbering as applicable.

The National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) invites all responsible offerors to submit offers to be considered for the Chief Information Officer Solutions and Partners 3 (CIO-SP3) Government-wide Acquisition Contract (GWAC).
Interested offerors are required to submit their proposals electronically via AcquTrak, a secure web-based portal in the format specified in the solicitation. The Uniform Resource Locator (URL) for this site is https://acqutrak.noblis.org/cio-sp3Proposals.
Offerors must be registered users in AcquTrak in order to submit proposals or questions. In order to register in AcquTrak, offerors will be required to provide their Data Universal Numbering System (DUNS) number. Without the DUNS number, an offeror will not be able to register. Directions for navigating this website are contained in a User Guide located at the Help Support link on the Navigator button. Technical issues with the site and/or with proposal submission should be addressed to the Help Desk link located within the site.
Offerors are advised to allow enough time for submitting their proposals via this website, and to allow sufficient time to become familiar with the site and with the procedures for submitting their proposal. As such, no new registrations will be accepted in AcquTrak after 5:00pm, EST, November 18, 2010. If a prospective offeror does not register before that time, the offeror will not be able to submit a proposal. However, proposals will not be accepted in AcquTrak until the end date for submitting questions, which is 5:00 pm, EST, October 5, 2010.
The CIO-SP3 Procuring Contracting Officer (PCO) is the sole point of contact for this procurement. As stated above, offerors shall address questions or concerns to the PCO through AcquTrak at https://acqutrak.noblis.org/cio-sp3Proposals.

The National Institutes of Health (NIH) has been designated as an executive agent for purposes of providing Information Technology (IT) to the government. Under this authority, NIH intends to solicit contractors to participate in a new Government-wide Acquisition Contract (GWAC) to support the full range of IT needs across the federal government, with a particular emphasis on agencies like NIH and its parent, HHS, that are involved in health care and clinical and biological research. This GWAC is the successor contract to NIH's current Chief Information Officer - Solutions and Partners 2 Innovations (CIO-SP2i) and the Image World 2 New Dimensions (IW2nd) GWACs, which are both expiring in December 2010. This successor contract will continue to support government IT efforts with a focus on health and biomedical-related IT services in support of federal agencies' health missions.
The NAICS code for this procurement is 541512, with a size standard of $25 million. This procurement will be issued on an unrestricted basis. The solicitation will be made available on or about September 1, 2010. This solicitation will be made available on-line at http://www.fbo.gov.
The CIO-SP3 Contracting Officer is the sole point of contact for this procurement. No requests for meetings regarding this announcement will be entertained.
It is the responsibility of the offerors to check the website periodically for any amendments/notices to this presolicitation notice.
(The government intends to solicit a second GWAC with essentially the same scope that will be set-aside for small business. The small business set-aside GWAC will be announced under a separate notice in Federal Business Opportunities.)
