About this opportunity
The U.S. Customs and Border Protection (CBP) intends to issue a Request for Quote (RFQ) for maintenance and support services on Ciena fiber optic transport equipment, specifically the Ciena 6500 and 5170 models serving the Air and Marine Operations Center (AMOC) in Riverside, California. This procurement seeks vendors capable of providing highly specialized knowledge and institutional expertise in supporting these mission-critical systems, which handle voice and data circuit connectivity essential to AMOC operations. The contract requires 7x24x365 remote technical support, standard hardware repair, managed spares replacement with 4-hour turnaround, and 4-hour engineer dispatch capabilities. CBP emphasizes that only vendors with deep technical knowledge of Ciena equipment and CBP network architecture can ensure proper interoperability and compatibility; use of non-Ciena resellers could result in interface issues that prevent the equipment from meeting operational requirements. The response deadline for statements of capabilities is January 21, 2026, and interested parties should contact Contract Specialist Nykia Warren at nykia.warren@cbp.dhs.gov to express interest or submit documentation demonstrating their ability to meet requirements.
This procurement does not utilize any set-aside designations and is intended for limited competition on a sole-source basis with Carahsoft Software Corporation (also referenced as Carahsoft Technology Corporation in supporting documents), the current incumbent contractor possessing institutional knowledge of ongoing support at AMOC. The anticipated contract period of performance spans from January 26, 2026 through January 25, 2027, with provisions for annual renewal and continuous follow-on support. While the specific contract value is not disclosed in this pre-solicitation notice, the document indicates this represents continued support of existing services rather than a new procurement initiative. The government reserves the sole discretion to determine whether to compete this action based on any statements of capabilities received from interested contractors. Any vendor believing it can meet the specialized requirements may submit a detailed statement of capabilities by the January 21, 2026 deadline for consideration in future solicitations.
Notice text
The U.S Customs and Border Protection intends to issue a Request for Quote (RFQ) for contract award on a limited competition basis for service and maintenance on Ciena fiber optic transport equipment. Service and maintenance is required at the Air and Marine Operations Center (AMOC) in Riverside, CA. Only vendors capable of providing the unique and highly specialized knowledge of the Ciena 6500 & 5170 Fiber Transport Equipment are qualified to work on this equipment. CBP network architecture, maintenance platforms, and configuration systems will work properly with this fiber transport equipment. The use of a non-Ciena reseller could result in interoperability, compatibility, or interface issues that would prevent the equipment from being able to meet the requirement of our Operations Center.
The intended contract is for annual renewal and continuous follow-on support of the current vehicle in place. The anticipated period of performance will be from January 26, 2026 through January 25, 2027. While CBP recognizes the Ciena-reseller community, it is imperative at this time that this effort be supported by the contractor that possesses institutional knowledge of the current support being provided to the AMOC. Therefore, the Government intends to solicit and negotiate directly with Carahsoft Software Corporation.
This notice of intent is not a request for competitive proposals. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement at the time of future solicitation. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
If any contractors feel they can meet the requirements, please contact the Contract Specialist by email at nykia.warren@cbp.dhs.gov by the response date and time listed with this notice. You must submit a capabilities statement displaying your ability to meet the requirements.
