About this opportunity
The US Army Corps of Engineers – Portland District seeks maintenance services for riparian plantings at the Chumbley and Cottonwood Island wildlife mitigation sites in Cowlitz County, Washington, with proposals due May 18, 2026. The procurement is an Economically Disadvantaged Woman-Owned Small Business (EDWOSB) set-aside.
This is a Single Award Task Order Contract (SATOC) with a firm fixed-price IDIQ structure, five-year base period from June 1, 2026 through May 31, 2031, and a ceiling value of $3,500,000 across all task orders and modifications. Place of performance is Kelso, Washington. The 2026 seed project task order will be awarded in conjunction with the SATOC award and will satisfy the minimum guarantee.
Services include mobilization and demobilization, manual removal of invasive vegetation (yellow flag iris, poison hemlock, Himalayan blackberry, and tansy ragwort), mowing and weed whacking, herbicide application using approved glyphosate and triclopyr products, native grass reseeding with Washington state-certified seed mixes, and riparian and wetland vegetation and wildlife assessments. The Chumbley site comprises approximately 71 acres with 42,500 plantings; Cottonwood Island comprises approximately 90 acres with 54,000 plantings. In subsequent years (2027–2031), acreage will be determined in one-acre increments not to exceed 72 acres at Chumbley and 91 acres at Cottonwood Island. The approved environmental work window for Cottonwood Island is June 15 through October 31 to protect a heron rookery; work cannot begin before June 15 at that site.
Contractor personnel must hold Washington State Herbicide Applicator Licenses with aquatic endorsement. The contractor must supply all personnel, equipment, materials, vehicles, and supervision; furnish a UTV for Contracting Officer's Representative inspections; and arrange transportation to Cottonwood Island, including boat operator licenses where applicable. Performance standards require 95–100% eradication of targeted invasive species, zero damage to mitigation plantings, and submission of detailed vegetation and wildlife assessment reports with GPS-documented monitoring data and mapping. The contractor bears responsibility for quality control and must re-perform any nonconforming work at no additional cost to the Government.
NAICS code 561730 (Landscaping Services); PSC S208 (Housekeeping – Landscaping/Groundskeeping). Evaluation criteria emphasize price, past performance on similar habitat mitigation or mitigation site maintenance projects completed within five years, technical approach capabilities, and applicable certifications and licenses. Service Contract Act wage determinations apply; prevailing wage rates in Cowlitz County range from approximately $11.66 to $68.38 per hour plus $5.55 per hour fringe benefits.
