About this opportunity
The Defense Logistics Agency (DLA) Strategic Materials Directorate has issued a Request for Information (RFI) seeking vendor capability information for the potential acquisition of chromium metal with a minimum purity of 99.9% to be added to the National Defense Stockpile. This pre-solicitation notice is for planning purposes only and does not constitute a binding obligation or commitment to contract. Vendors must submit capability statements addressing material specifications and grades, chromium purity requirements for aerospace and defense applications, impurity types and acceptable limits, testing methods and locations, laboratory testing capabilities, supply chain sourcing and CONUS localization, annual production capacity, pricing methodology, delivery timelines and packaging requirements, long-term storage recommendations, market volatility considerations, and lessons learned from previous contract awards. Responses must be submitted by March 19, 2026 at 3:00 PM EST to contract specialist Felicia London (Felicia.London@dla.mil) and contracting officer Alicia Barrowman (Alicia.Barrowman@dla.mil). All submission costs are the responsibility of the responding vendors, and all responses become government property and will not be returned.
The procurement involves no set-aside designations and targets the acquisition of approximately 4,500 short tons (95,000,000 pounds) of chromium metal for delivery to one of four government depots: Hammond Depot in Indiana, Hawthorne Depot in Nevada, Scotia Depot in New York, or Columbus Depot in Ohio. No current incumbents or award values have been identified in this RFI phase. Vendor responses are limited to 20 pages single-sided in Microsoft Word or PDF format with 12-point font and 1-inch margins. Vendors must provide documentation of Wide Area Workflow and SAM registration status and must address provisions for potential multi-year agreements. The government indicates that DLA Strategic Materials representatives may or may not choose to meet with potential offerors for clarification purposes, and companies should not expect feedback regarding their submissions.
