About this opportunity
The National Park Service seeks qualified contractors for a Sources Sought Notice regarding design-build repair of Potomac River Dams 4 and 5, with responses due October 15. This is a market research notice, not a binding solicitation; responses are voluntary with no cost reimbursement and will inform whether the eventual competitive RFP (anticipated February 2027) will carry a small business or socio-economic set-aside.
Place of performance is the Chesapeake & Ohio Canal National Historical Park in Washington County, Maryland. The project scope encompasses detailed design, regulatory permitting, analysis, and construction rehabilitation addressing dam safety, deferred maintenance, flooding resilience, and American Eel habitat restoration. Anticipated period of performance is 1,337 calendar days for design and construction combined, following the Denver Service Center's design-build workflow with 70%, 95%, and 100% design deliverables requiring NPS approval before construction authorization. The NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a $45 million size standard; PSC is Y1LB (Construction of Highways, Roads, Streets, Bridges, and Railways).
Construction requires compliance with Maryland and West Virginia licensing, Maryland Department of Environment time-of-year restrictions (in-stream work prohibited March 1 through June 15), 15 mph speed limits and 15-ton vehicle weight restrictions on the towpath, and tree protection protocols for vegetation exceeding 3 inches diameter at breast height. The contractor must secure state and federal environmental permits including NPDES stormwater, waterway, and wetland authorizations, plus dam safety compliance. Bid, Performance, and Payment Bonds are anticipated to be required. The government anticipates awarding a single firm-fixed-price contract. Submit responses to marc_nguyen@ios.doi.gov addressing company qualifications, federal contracting experience, design-build capability, bonding capacity, small business certifications, and factors influencing proposal commitment.
