About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base is seeking contractors for preventive maintenance and repair services for the chilled beam HVAC system in Building 1604 at Hanscom Air Force Base, Bedford, Massachusetts. This Request for Information (RFI) is designed to conduct market research for comprehensive HVAC maintenance services that will maintain seasonal comfort, temperature, humidity control, and eliminate condensation buildup in occupied spaces while ensuring system responsiveness to weather and seasonal changes. The procurement includes two primary contract line items: CLIN 0001 for repair work involving HVAC chilled beam system controls, diagnostics, calibration, programming, testing, and documentation, and CLIN 0002 for on-call emergency and routine maintenance services. Contractors must demonstrate technical capabilities, past performance with similar HVAC systems, relevant certifications, and the ability to meet response time requirements ranging from 4 to 72 hours depending on service urgency. Interested vendors must submit a three-page Letter of Interest by July 23, 2025, via email to specified Air Force contacts, and the government anticipates using either a Firm Fixed Price or Time and Material contract structure.
The procurement does not currently have a set-aside designation, as the Air Force has not yet determined whether this will be structured as a small business set-aside and is using this RFI to gather market research to inform that decision. No incumbent contractors or current service providers are identified in the documentation, and no specific contract values or budget ranges are disclosed at this pre-solicitation stage. The RFI responses will be limited to three pages and must detail contractor capabilities, past performance, and technical qualifications for maintaining chilled beam HVAC systems. Response times for maintenance services are specified as 4 to 72 hours based on the urgency level of service calls, indicating the need for contractors with local presence or rapid response capabilities. The government emphasizes that this RFI is solely for market research purposes and does not guarantee future contract awards. The procurement falls under NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors, reflecting the technical nature of the HVAC control systems involved.
