About this opportunity
The Indian Health Service, a component of the Department of Health and Human Services, has issued a Special Notice announcing its intent to award a sole source follow-on contract to the American Academy of Pediatrics for Child Health Site Visits and Consultation Services. The solicitation number is RFQ # 75H70425Q00043, and the agency intends to make this award under FAR 6.302-1 authority, citing that only one responsible source exists that can satisfy the agency's requirements. The contract structure includes a base period of twelve months followed by four optional twelve-month periods. The services fall under Product/Service Code R408 for Professional Program Management/Support and NAICS Code 611430 for Professional and Management Development Training. The American Academy of Pediatrics has provided a sole source vendor letter supporting this procurement approach.
The primary purpose of this Special Notice is to inform potential contractors of the government's intent to proceed with a sole source award while providing an opportunity for other capable organizations to demonstrate their qualifications. Despite the stated intent to award sole source, the agency has opened a brief window for responses, with capability statements due by 10:00 AM EST on September 24, 2025, to brendon.moran@ihs.gov. Any organization believing it can provide the requested child health consultation services may submit a detailed capability statement for consideration. The government retains complete discretion to terminate the intended sole source acquisition based on responses received, though it emphasizes that this notice creates no obligation to award a contract or provide feedback to respondents. The agency will use submitted information solely to determine whether competitive procurement is warranted and to assess available alternatives for meeting their child health service requirements.
