About this opportunity

This Special Notice announces the Indian Health Service's intent to award a sole source contract to the American Academy of Pediatrics to provide child health consultation services. The notice was published on August 11, 2020 with a comment deadline of August 17, 2020.

The fixed-price contract aims to assist IHS in maintaining and improving children's health services through AAP's pediatric site visits, education, and best practice recommendations. Key requirements for the contractor include conducting biannual site visits to two to four IHS areas and providing related continuing education, as well as advocating for American Indian/Alaska Native child health and planning an international pediatric conference. As the organization that establishes pediatric standards of care and with over 50 years of advocacy experience, the notice argues AAP is uniquely qualified to fulfill the objectives of consulting, training, and advising IHS on children's health issues. Interested parties had until August 17th to provide clear evidence that competition would significantly benefit the government versus sole sourcing to AAP.

Notice text

NOTICE OF INTENT TO AWARD SOLE SOURCE

Project Title: Child Health Site Visits and Consultation Services

Announcement #: 75H70420Q00019

This notice is for informational purposes only and is not a request for proposal/quotation.

The Government hereby submits a notice of intent to award a sole source contract to the American Academy of Pediatrics (AAP). This is a non-personnel services contract to assist the Indian Health Service (IHS) with maintaining and improving services in the field of Children's Health.  IHS seeks professional support to maintain and improve the subject services through the use of consultation site visits and provision of educational and hands on trainings in the disciplines of pediatric health care.

AAP, as the professional association of Pediatrics in North America, is the locus of the pertinent clinical policy and professional standards related to pediatric health care.  This places AAP in the unique position of being the single organization with the expertise and processes in place to provide the services required by the IHS.  Also, AAP is the organization that establishes the evidence-based standards of care for pediatric standards that accreditation organizations require the IHS to maintain when providing care to American Indian/Alaska Native (Al/AN) children.  For more than 50 years, pediatricians from the AAP have been meeting to advocate for the health needs of American Indian and Alaska Native children.  This committee, now called the AAP Committee on Native American Child Health (CONACH), which offers its expertise to individuals and groups concerned about the issues facing Native American children.

The period of performance is one (1) 12-month base period with four (4) 12-month option periods. This sole source contracting action is being pursued under the authority of FAR 6.302-1.

This notice is for informational purposes only and is not a request for proposal/quotation. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Indian Health Service.
