About this opportunity

The Department of the Navy's Naval Sea Systems Command is conducting market research to potentially acquire a new Chief of Naval Operations (CNO) Flag Barge for Washington, DC. The Request for Information (RFI) seeks detailed specifications and industry insights for a specialized vessel designed to transport senior military personnel, government officials, business leaders, and foreign Heads of State. Key contract requirements include a fiberglass or aluminum hull between 60-75 feet long, with a maximum 22-foot breadth and 5-foot draft, powered by twin inboard diesel engines capable of maintaining a minimum speed of 8 knots. The vessel must accommodate 7 crew members and 27 passengers, featuring two salon/lounge areas, a fully equipped galley, and approximately 85 square feet of open deck space. Responses are due by January 17, 2025 at 2:00 PM EST, with an anticipated draft RFP release in the third quarter of FY25.

The procurement is not designated for any specific small business set-aside, and the contract is projected for award in the first quarter of FY26. While no incumbent contractor is mentioned, respondents must provide comprehensive vessel specifications, certifications, maintenance history, and pricing for both the vessel and shipping to Washington, DC. The Navy requires that the boat be either constructed after January 1, 1985, or be a new construction, with the additional stipulation that it must be constructed and located within the United States. Potential contractors must submit detailed company information, including their small business status. The vessel's estimated capacity of 34 total persons (7 crew, 27 passengers) suggests a high-end, specialized maritime asset designed for diplomatic and high-level military transportation needs.
