About this opportunity

The Department of the Navy Naval Sea Systems Command has issued a Request for Information (RFI) seeking market research for the acquisition of a Chief of Naval Operations (CNO) Flag Barge, a traditional motor yacht to serve diplomatic and ceremonial functions. The vessel must be between 60-75 feet in length, constructed after 1985, with a fiberglass or aluminum hull capable of accommodating 7 crew members and 27 passengers for diplomatic meetings and inter-service gatherings. Key technical requirements include twin diesel engines, minimum 8-knot operational speed, and specific accommodations suitable for high-level Navy operations. Interested parties must submit a five-page capability summary in PDF format including vessel specifications, passenger certifications, maintenance history, construction details, expected costs, and company information. The submission deadline is September 16, 2025, at 2:00 PM EST, and responses will be evaluated based on technical capabilities, operational readiness, and compliance with specified requirements.

This procurement does not include any set-aside designations, though the Navy encourages responses from various small business categories including HUBZone, service-disabled veteran-owned, and women-owned businesses. No incumbent contractors or current service providers are identified in the documentation. The Navy plans to release the final Request for Proposal (RFP) in the first quarter of fiscal year 2026, with contract award anticipated in the second quarter of FY26 and delivery required to Washington, DC. The procurement involves acquiring one vessel, with the government emphasizing that this RFI is strictly for market research and planning purposes with no guarantee of future solicitation. All costs associated with responding to this RFI are at the respondent's expense, and the government will not provide compensation for any materials or efforts submitted in response to this announcement.
