About this opportunity

The Department of the Interior, Bureau of Indian Affairs Central Office seeks electrical upgrades to two quadplex housing units at the Cheyenne River Agency in Eagle Butte, South Dakota, with proposals due July 24, 2026. This is a competitive Indian Small Business Economic Enterprise (ISBEE) set-aside under the Buy Indian Act; only certified Indian Economic Enterprises meeting the 51% Native American ownership threshold may compete.

Work involves replacing obsolete fuse installations with 200-amp breaker panels, upgrading main disconnects and appliance circuit disconnects across eight individual units at buildings 2014 C Street and 2046 B Street (constructed circa 1959), replacing wiring as needed, installing eight new 200-amp meter cans with 200-amp breaker disconnects, trenching new wire from meter cans to each unit, and removing overhead wiring. The contractor must coordinate with the electric service provider (Moreau Grand Electric Company) regarding meter socket relocation, obtain wiring permits from the South Dakota Electrical Commission for each of eight units, and bear responsibility for all South Dakota permits, inspections, and engineering services.

Performance period is 90 calendar days from Notice to Proceed, with work scheduled Monday through Friday on a 40-hour weekly basis; completion deadline is September 30, 2026. The contractor must commence work within 10 calendar days of award. All materials and workmanship carry a one-year minimum warranty from project acceptance, extended by manufacturer's warranty where applicable. The contractor must obtain a tribal business license from the Cheyenne River Sioux Tribe Revenue Department and comply with tribal tax requirements.

The construction magnitude falls between $25,000 and $100,000. Performance and payment bonds are required within 10 calendar days of award. Award will be made to the qualified ISBEE contractor with the lowest total evaluated price. Offerors must submit a completed Indian Affairs Indian Economic Enterprise Representation Form attesting to IEE status at submission, award, and throughout contract performance.
