All materials and workmanship are warranted for a minimum of one year from project acceptance (or extended by manufacturer's warranty). The contractor must obtain a tribal business license from the Cheyenne River Sioux Tribe (CRST) Revenue Department and comply with tribal tax requirements. Project completion is determined by mutual agreement between the Contractor Site Supervisor, Facility Manager, and Contracting Officer's Representative, followed by formal sign-off and certification before the warranty period begins.

Cheyenne River Agency
ELECTRICAL UPGRADES QUADPLEXES 2014 AND 2046
Statement of Work May 2026
BACKGROUND
The Cheyenne River Agency (CRA) is located at Eagle Butte, South Dakota. CRA is located at P.O. Box 325 (24343 U.S. Highway 212) Eagle Butte, South Dakota 57625. The physical address of the work site is 2014 C Street, Eagle Butte, South Dakota 57625 and 2046 B Street, Eagle Butte, South Dakota 57625.
These quarters were established around 1959. Each quadplex consists of four individual housing units. Each unit has individual electrical fuse installations. These units are heated with electrical furnaces. The electrical components were installed around 1959. The current electrical fuse installations are obsolete and failing. The quarters electrical outlets, furnaces, water heaters, and other appliances are tripping the fuses causing complete power failure to the units.
The project will include all labor, transportation, equipment, materials, testing, professional services, incidentals and certifications necessary for the complete installation. The replacement materials shall meet current industry standards.
Any engineering/engineering services required for the complete installation shall be the responsibility of the Contractor.
SCOPE
Contractor will be a certified electrician. Contractor will upgrade the main disconnect and appliance circuit disconnects throughout each quadplex for each individual unit. The fuses will be replaced with breaker panels. Wiring will be replaced as needed. Contractor will be responsible for required South Dakota permits and inspections.
Contractor will be responsible for any work required to be done by the electric service provider Moreau Grand Electric Company including but not limited to relocating meter sockets, installation of 200 Amp meter cans with 200 Amp breaker disconnects in meter cans for each individual unit for a total of eight units. Overhead wire to the units will be removed. Each meter socket will have adequately sized wire from the transformer to the meter cans. Contractor will be responsible for trenching new wire from newly installed meter cans to each of the eight units. Contractors are required to have a wiring permit from the South Dakota Electrical Commission for each of the eight units.
WARRANTY
All materials and workmanship used in this project shall be warrantied for a period of not less than, but not limited to one (1) year (or extended by manufacturer’s warranty) from the date of
Attachment #1 acceptance. The work shall be performed by a contractor who regularly engages in the business of assembly and installation of such materials as stated in this statement of work.
CONTRACTOR USE OF PREMISES
The contractor shall limit its use of the premises to the work indicated, as to allow for tenant occupancy and use. During the entire construction period, the Contractor shall coordinate the use of the premises for construction operations with the Cheyenne River Agency, Bureau of Indian Affairs, Facility Management.
The project site will be open to the contractor from Monday through Friday, with the exception of federal holidays, for the duration of the project. The project schedule is to be based on a normal 40-hour work week. The contractor shall establish a normal work week scheduled for the duration of the project.
OTHER REQUIREMENTS
Contractors are required to pay tribal taxes and licensing fees. The contractor can contact the TERO Program at (605) 964-8376 and the Cheyenne River Sioux Tribe (CRST) Finance Department at (605) 964-8344 to learn more about Tribal tax requirements. Indian Affairs does not assess taxes, and will not be involved in the relationship between the contractor and any tax assessing entities.
The Cheyenne River Sioux Tribe (CRST) requires that businesses operating on the reservation attain and maintain a tribal business license. The vendor and their subcontractor(s) shall be responsible for complying with these requirements. Licensing is governed by the CRST Revenue Department. Indian Affairs does not issue licenses and will not be involved in the relationship between the contractor and any licensing entities.

PERIOD OF PERFORMACE
The period of performance is 90 calendar days from the Notice to Proceed. The Contractor shall provide written notification to the Contracting Officer’s Representative when the material has been ordered and when the projected delivery date is expected.

At the culmination of the project (agreed upon by Contractor Site Supervisor, Facility Manger, and Contracting Officers Representative) acceptance of the final work will be determined by the Contracting Officer’s Representative. At the end of this project, the Contracting Officer’s Representative and the Contractor will both agree and sign off on completion of the contract. At this time the job will be certified, and the warranty period will begin.
