About this opportunity
The Department of the Air Force Air Combat Command seeks procurement of CherryLOCK riveter equipment for the 28 Maintenance Squadron at Ellsworth Air Force Base, South Dakota, with quotes due September 18, 2026 at 9:00 AM MDT. This is a total small business set-aside under NAICS 333991 (Power-Driven Handtool Manufacturing).
The requirement comprises two G689 CherryLock pneumatic-hydraulic riveter guns, two 680B46 straight adapters, and two units each of Cherry Pulling Heads H9055-3, H9055-4, H9055-5, and H9055-6, to be delivered FOB Destination to Ellsworth AFB within 180 days after contract award. The procurement is brand-name justified under Air Force Technical Order 1-1A-8, which mandates Cherry Aerospace tooling for B-1B aircraft structural repairs; the contracting officer determined no substitutes are acceptable due to flight safety and compliance requirements. Market research yielded five positive vendor responses capable of fulfilling the brand-name requirement.
Place of performance is Ellsworth Air Force Base, South Dakota. Inspection and acceptance occur at both the contractor's facility and the destination. The riveter guns must operate at 90–110 PSI with a pulling force of 3,800 pounds at 90 PSI, maximum stroke of 1.475 inches, and be capable of installing blind rivets in NAS1398, NAS1399, NAS1400, NAS1738, and NAS1739 specifications.
Award will be made as a single Firm-Fixed-Price contract to the responsible offeror whose quote represents best value based on Technical Acceptability (including subfactors per FAR 52.212-2) and Price. Vendors may submit either a single lump-sum price for the complete kit or provide individual unit pricing. To demonstrate technical acceptability, vendors need only provide exact Cherry Aerospace model numbers confirming brand-name compliance. Funds are not presently available; Government obligation is contingent upon availability of appropriated funds. Amendment FA469026Q00440001, issued September 14, clarifies the 180-day delivery window takes precedence over the prior September 29 date.
