About this opportunity
The Department of the Army Medical Command, through the Medical Readiness Contracting Office - Pacific, intends to procure Clinical Chemistry and Immunoassay CPRR (Calibration, Quality Control, and Reagent) supplies for Bassett Army Community Hospital in Alaska. This procurement falls under the In-Vitro Diagnostic Substance Manufacturing category (NAICS 325413) and involves in vitro diagnostic substances, reagents, test kits, and sets (PSC 6550). The government has determined that only one source can reasonably satisfy its requirements and intends to award a bulk-funded BPA (Blanket Purchase Agreement) call under FAR 13.106-1(b)(1)(i) authority, which permits non-competitive awards when circumstances demonstrate sole-source necessity. This Pre-Solicitation Notice fulfills the synopsis requirements under FAR 5.201 and 5.203, with a response due date of April 2, 2026. The government emphasizes that this notice does not obligate it to award a contract, acknowledge receipt of submissions, or provide feedback to respondents, and interested parties should not include proprietary, classified, or sensitive information in their responses.
The contract will operate without a set-aside designation and names Roche Diagnostics Corporation as the intended recipient of the BPA call. The performance period runs from June 1, 2026, through September 30, 2026, representing a four-month supply and service engagement. While no specific budget range or award value is disclosed in this pre-solicitation notice, the bulk-funded nature of the BPA suggests ongoing operational support for clinical laboratory diagnostics at the military medical facility. Respondents are advised that the government considers this a non-competitive procurement based on unique circumstances surrounding the availability of suppliers, and the brief timeline to response reflects the operational urgency for the healthcare facility's diagnostic needs.
