About this opportunity
The Defense Logistics Agency (DLA), a component of the Department of Defense, has issued a Special Notice soliciting a Request for Information (RFI) regarding Chemical Management Services (CMS) and Third Party Logistics (3PL) support services for DLA Aviation. This RFI encompasses four Fleet Readiness Centers located in Cherry Point, North Carolina; Jacksonville, Florida; Norfolk/Oceania, Virginia; and North Island, California. The primary focus is on the management, procurement, storage, handling, and delivery of hazardous materials to these facilities. The government seeks to conduct market research to understand industry perspectives, best practices, associated risks, and recommendations related to the agency's draft Performance Work Statement. This RFI is informational in nature and does not constitute a commitment to issue a future solicitation.
Responses to this RFI must be submitted by November 26, 2025, at 12:00 PM EST to Brittany.Schofield@dla.mil, with firms of all sizes eligible to participate regardless of socioeconomic status. The government is requesting detailed feedback on the draft PWS for clarity, gaps, transition risks, market insights, and potential barriers to proposal submission, and is offering one-on-one virtual meetings with the Contracting Office following submission. Contractors are expected to provide information including facility clearance status, DCAA accounting system approval, last three years of annual revenues, company information with CAGE code, and socioeconomic status designation. The requirement involves end-to-end hazardous materials management across multiple industrial maintenance activities, including inventory management, chemical procurement standardization, shelf-life management, dispensing services, and compliance with federal environmental, safety, and transportation regulations. Historical order data and "Never Out Lists" of critical inventory items have been provided to give potential contractors visibility into the scope and magnitude of the requirement.

The attachments are only for the purposes of providing a response to the Special Notice/RFI. They do not constitute a finalized draft for use in preparing a response to any forthcoming solicitation. The attachments provide an idea of the scope and magnitude of the requirement. In addition to the above, the purpose of the Special Notice is to solicit industry's feeback and best practices.
