About this opportunity

U.S. Customs and Border Protection (CBP) is conducting a Request for Information (RFI) to gather market intelligence about handheld chemical and narcotics detection and identification devices for their Non-Intrusive Inspection (NII) program. The agency seeks portable analyzers capable of identifying narcotics, controlled substances, pharmaceuticals, explosives, and other materials across border security operations. Potential vendors must provide detailed system specifications addressing technical requirements such as battery operation, data storage, wireless transfer capabilities, and operational performance under challenging environments. Responses are due by January 28, 2025, at 11:00 AM ET and must be submitted via email to Contracting Officer Aga Frys in MS Word or PDF format. This RFI is strictly for market research purposes and does not constitute a formal solicitation or guarantee of future procurement.

The current pre-solicitation notice does not indicate any specific set-aside designations or mention incumbent contractors. No precise award value or budget range is specified in the documentation. The RFI outlines specific technical requirements for the devices, including battery-powered operation with non-proprietary batteries, ability to store at least 1,000 analysis scans, and wireless data transfer capabilities. Vendors must demonstrate devices can operate while personnel wear personal protective equipment, with training completion possible within 4 hours and an expected service life of at least 10 years. The procurement falls under NAICS category 334517 for Irradiation Apparatus Manufacturing and PSC category 6635 for Physical Properties Testing and Inspection, suggesting a technical and specialized procurement approach.
