The USDA Agricultural Research Service seeks chemical analysis of cotton seed samples for the National Cotton Variety Test program, with quotations due September 15 at 5:00 PM Mountain Time. The procurement intends a single-source award to Eurofins Food Chemistry Testing, Des Moines, based on that vendor's unique qualifications in cotton seed testing using official American Oil Chemists Society methods and established relationship with the Crop Genetics Research Unit.

Place of performance is Hahn Laboratory in Columbia, South Carolina, with seed sample submission at Stoneville, Mississippi. The contractor must analyze 300 to 1,000 cotton seed samples annually to measure oil content, protein content (nitrogen), and gossypol content according to specified technical protocols. Oil measurement requires prompt execution with minimal oxidation and samples dried to 3% moisture; nitrogen measurement systems must accurately measure seeds containing 0.2–20% nitrogen with determinations within 0.025 of theoretical values and particle fineness less than 0.5 mm; gossypol measurement requires hull-free kernels dried at 180°F for four hours in a forced-draft oven, then stored in moisture-proof containers. A minimum of 50 grams of cotton seed per sample must be shipped. The government furnishes seed samples collected October through November at a dock open Monday–Friday, 8:00 AM to 4:30 PM. Deliverables are excel-formatted reports due February 5 with final corrected results by February 15, with the entire measurement and reporting cycle completed within three months of award.

Period of performance is three months. Award will be made on lowest price, technically acceptable offer; technical acceptability is rated acceptable or unacceptable based on ability to meet all Statement of Work requirements. Quotations must be held firm for 90 calendar days. Service Contract Labor Standards apply. The United States Department Agriculture (USDA), Agricultural Research Service (ARS) intends to award on a single source basis.

Potential sources who believe they can provide the services listed are invited to submit a quotation by the response date listed, in accordance with the instructions provided herein.  All timely responses to this solicitation will be considered, however, the determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.  

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1337 is issued as a Request for Quotation (RFQ) for Chemical Analysis.

This acquisition is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 541380. The small business size standard is $19M.  This acquisition is an unrestricted requirement.   All responsible sources may submit a quotation which will be considered by the agency.
