About this file

This is a Decision to Restrict Competition under the Simplified Acquisition Threshold (Identification Number: 1172112) issued by the United States Department of Agriculture Agricultural Research Service (USDA ARS).

The acquisition seeks laboratory chemical analysis of cotton seed samples for the annual National Cotton Variety Tests conducted by the SEA Stoneville MS Location Support facility (141 Experiment Station Road, Stoneville MS 38776). The analysis includes determination of oil, nitrogen, and gossypol contents in cotton seeds to support cotton breeders and producers in evaluating seed quality and pricing. The contracting activity is USDA ARS located at 2150 Centre Avenue, Fort Collins, CO 80526. The sole proposed source is Eurofins Food Chemistry Testing, Des Moines (2200 Rittenhouse Street, Suite 150, Des Moines, Iowa 50321).

Competition is restricted based on Eurofins Scientific's unique qualifications as the only vendor with established routine operations for cotton seed testing using official American Oil Chemists Society (AOCS) methods (AOCS Methods Aa 4-38, Ba 4f-00; and Ba 8a-99). The justification cites the specialized skills and equipment required (fuming hood and cotton seed cracker) to set up these procedures, the prohibitive cost and reduced quality that would result from switching vendors, and the Crop Genetics Research Unit's established relationship with Eurofins for consistent National Cotton Variety Test analysis. Transitioning to an alternative vendor would necessitate new protocol setup and technician training, increasing costs and compromising analysis quality.

United States Department of Agriculture Decision to Restrict Competition under the Simplified Acquisition Threshold

Identification Number: 1172112

Rev. 3/4/26

In accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) FAR

12.102 (a), the following documents the decision to restrict competition for this acquisition.

(1) Mission Area and Contracting Activity.

Requisition Number: 1172112

Requesting Activity Agency: USDA ARS

SEA STONEVILLE MS LOCATION SUPPORT

141 EXPERIMENT STATION ROAD

STONEVILLE MS 38776

Contracting Activity:

USDA ARS

2150 CENTRE AVE

FORT COLLINS, CO 80526

(3) Brief Description of Supplies or Services

The acquisition involves procuring a laboratory chemical analysis of cotton seed samples for annual National Cotton Variety Tests. This chemical analysis includes determination of oil, nitrogen, and gossypol contents in cotton seeds which are essential or detrimental in food for animals and human consumption. Cotton breeders and producers need this information in their testing cotton cultivars for improving seed quality and bargaining price in cotton seed sales. It is required that the current methodologies are applied to generate accurate and reliable chemical measurements on the cotton seed quality traits. Eurofins lab has been working with USDA-ARS in the past decades and developed chemical procedures in cotton seed chemical analysis.

(1) Suggested Source Eurofins Food Chemistry Testing, Des Moines 2200 Rittenhouse Street, Ste 150 Des Moines, Iowa 50321

(4) Justification for Restricting Competition and the Basis for that Decision.

A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.

United States Department of Agriculture Decision to Restrict Competition under the Simplified Acquisition Threshold

Identification Number: 1172112

Rev. 3/4/26

The Official methods for cotton seed testing are issued by the American Oil Chemists Society (AOCS) (AOCS Methods Aa 4-38, Ba 4f-00; and Ba 8a-99). However, it is required that a laboratory needs to set up the procedures as a routine operation to allow accurate and reliable measurements of a large number of seed samples at a relatively low cost. Eurofins Scientific is currently the only vendor that has set up the procedures as their routine operations for cotton seed measurements. The methods are difficult to set up from scratch since they require very specialized skills and equipment such as fuming hood and a cotton seed cracker. Crop Genetics Research Unit has used Eurofins as a vendor for NCVT cotton seed analysis for consistent testing. A change to a different vendor would require a new set up of the protocols and training of the technicians that would raise the cost and lower the quality of seed chemical analysis.
