About this opportunity

The U.S. Geological Survey intends to award a sole-source purchase order to Brigham Young University for chemical analyses of soil and plant samples, with responses due July 13, 2026 at 1500 PST. This is a notice of intent under RFO FAR 6.301 and is not a competitive solicitation; however, the USGS will consider quotations from all responsible parties submitted by the deadline. BYU's Soil & Plant Analysis Laboratory in Provo, Utah is the sole identified source capable of providing the required services while ensuring data comparability and consistency for USGS research, particularly biological soil crust and climate change studies ongoing since 1993. The USGS conducted market research by sending split samples to competing laboratories, which produced dissimilar and incomparable results, and posted a Sources Sought notice on SAM.gov that generated no vendor responses. BYU's quality control standards exceed those of other government and university facilities investigated in the western United States. The procurement falls under FAR Part 12 (Commercial Products and Commercial Services) and is valued at or below the simplified acquisition threshold. The NAICS code is 541380 (Testing Laboratory); the PSC is B504. Responses must be submitted electronically to yangzhi_deng@ios.doi.gov only; hardcopy and web portal submissions will not be accepted.
