About this opportunity

The Department of the Army Corps of Engineers, Omaha District, seeks repair of a leaking 54-inch reinforced concrete irrigation conduit at Chatfield Dam near Littleton, Colorado, with quotes due May 8, 2026 at 2:00 PM CST and additional questions due May 4 at 2:00 PM CST. The procurement is a 100% Small Business set-aside under NAICS 237110, with amendments posted as of May 1, 2026.

Place of performance is Littleton, Colorado. The contractor must supply all labor, equipment, and materials to restore the conduit to initial functional state without leaks, with a minimum service life extension of 25 years. Contractors must demonstrate a minimum of five years' experience servicing and repairing large city water pipe systems, documented through three reference projects completed within the last five years in no more than six pages including drawings and narrative. Work hours are Monday through Friday, 0700 to 1700, excluding federal holidays. Contract Line Item 0002 (inspection) requires sounder/locator methods—such as Sonde Locating with beacon transmitter—to identify leak sources; alternative methods must include technical justification. Contract Line Item 0003 (repair) requires compliance with current approved Drilling and Invasive Program Plan (DIPP) and Dam Safety review; deviations from DIPP require Dam Safety vetting. All work plans must comply with USACE Engineering Manuals, AWWA standards, NASSCO guidelines, OSHA regulations, and applicable state and local environmental laws. Performance commences within 10 days of notice to proceed and must be completed within 90 calendar days. Pricing must be submitted as a lump sum divided into three CLINs: Site Mobilization and Demobilization (0001), Inspection of the 54-inch pipe (0002), and Repair of the 54-inch pipe (0003), covering all costs including labor, equipment, materials, fuel, mileage, rentals, licenses, and insurance. Performance and payment bonds are required within 10 days of award. Amendment 0001 removed the bid guarantee requirement and added FAR clause 52.222-90 addressing DEI discrimination. Award will be made on a best-value basis with past performance weighted as significantly more important than price.
