About this opportunity

The Department of the Army National Guard seeks chase aircraft support services for RPA operations at the 163rd Attack Wing, March Air Reserve Base, California, with proposals due September 2. The procurement is a 100 percent small business set-aside, with a Women-Owned Small Business (WOSB) designation and a 1,500-employee size standard under NAICS code 481211.

Place of performance is March Air Reserve Base, Riverside, California, with operations also at Edwards Air Force Base and transit routes to restricted airspace regions R-2515, R-2503, and R-2501. The contractor must provide a fully mission-capable chase aircraft with a qualified pilot and observer crew to accompany RPA aircraft during all phases of flight outside restricted airspace, sustaining speeds of 150 knots true airspeed at altitudes of 12,000 feet and below. Chase pilots must hold current FAA certifications per 14 CFR Parts 61, 67, and 91, possess FAA Class 2 or military equivalent medical certificates, and maintain currency per 14 CFR 61.56 and 61.57. Observers must possess valid FAA Class 2 medical certificates and comprehensive knowledge of federal aviation regulations. Aircraft must be equipped with dual-frequency radios and maintain visual separation of 300 to 1,500 feet from the RPA. The contractor bears all aircraft insurance and liability responsibility.

Performance runs September 7 through October 30, 2026, with scheduled operations expected September 10, 11, 15, 17, 18, 22, 23, 24, and 25. Two line items are priced at firm-fixed-price hourly rates: CLIN 0001 covers 36 aircraft flight hours; CLIN 0002 covers 126 crew hours (one pilot and one observer). Both rates must incorporate standby, deployment, travel, lodging, and per diem. Award is evaluated on price only per FAR clause 52.212-2. Funds are not presently available; no contract award will be made until appropriated funds become available. Amendment 2, effective August 28, increased CLIN 0002 from 72 to 126 crew hours and added Amendment 1's corrected operational dates.
