About this file
This is a Questions and Answers document dated 28 August 2026 addressing clarifications for a federal contract solicitation involving aircraft and crew support services.
The contract requires air support services during a performance period of September 7–October 30, with two primary line items: CLIN 0001 covers aircraft flight hours at an hourly rate, and CLIN 0002 covers air crew services (one pilot and one observer) at an hourly rate. The maximum quantities are 36 aircraft hours and 72 crew hours, which represent the calculated support requirements. Billable flight time is measured as actual flight time from takeoff as defined in PWS paragraph 4.1, and mobilization or positioning flights are not billable. The two hourly CLIN rates must incorporate standby, deployment, travel, lodging, per diem costs, and the six-hour short-notice availability requirement. The aircraft and crew may be based at any location provided they can link up with an MQ-9 at KRIV at 4,500 feet altitude within required response times. Insurance requirements, including liability limits and endorsement specifications, are detailed in PWS paragraphs 4.4 and 4.5. Award will be evaluated on price only, as specified in FAR clause 52.212-2. Operational dates referenced in PWS section 4.3 were corrected in Amendment 1, and crew hours will be increased per Amendment 2.
