About this opportunity

The U.S. Army Corps of Engineers, Norfolk District, is soliciting lease proposals for approximately 24,000 usable square feet of warehouse space in Charlottesville, Virginia. The facility will support the National Ground Intelligence Center's shipping, receiving, and logistics operations, including storage of supplies, equipment, and government-furnished property. Key requirements include a minimum 24,000 square feet with variable ceiling heights, two offices with communications infrastructure, one roll-up bay door connected to a dock-level shipping and receiving area, and a 480-volt forklift charging station. The evaluation will employ a Best Value Tradeoff Approach, with technical factors and price weighted approximately equally; full-service leases offering maintenance, insurance, and taxes, along with 30-day termination rights, are preferred. Award decisions will be based on the lowest price per square foot per ANSI/BOMA Z65.1-2017 standards using the Method A Multiple Load Factor Method. Proposals must be submitted no later than 2:00 p.m. Eastern Standard Time on April 10, 2026, to Leigh Anne Parks at the Norfolk District Real Estate Office.

This solicitation includes no set-aside designations and no incumbents are referenced in the notice. The lease term is structured as one initial year with four option years, and the government's desired execution date is May 1, 2026, with anticipated beneficial occupancy by May 15, 2026. The facility must be located along VA State Route 29, Southbound within 8.2 miles of the Route 29 and Hydraulic Road intersection and Northbound within 8.2 miles of the Route 29 and Route 33 intersection, within one-quarter mile of Route 29 on either the east or west side. Offerors must provide seismic compliance documentation, fire protection and life safety evaluations, Energy Star certification or energy efficiency improvement plans, site and floor plans, proof of property ownership, and completed GSA representations and certifications. The solicitation is contingent upon funding availability by the April 10, 2026 due date, and all proposals must include one reserved surface parking space plus four additional private vehicle parking spaces.
